Documentation: a. The project would include 175 residential units and associated uses (e.g., leasing office, fitness center). It would not involve routine transport, use, or disposal of hazardous materials, nor would it result in hazardous emissions. The DTPP program EIR (p. 14 -12) concluded that while some hazardous substances may be generated, stored, transported, used, or disposed of in association with residential and non - residential development projects Downtown (e.g., cleaning supplies), existing local, State, and federal regulations and oversight would reduce the potential threat to a less- than - significant impact. b. & c. The proposed project would not create a significant hazard to the public or the environment through reasonably foresceable upset and accident conditions involving the release of hazardous materials into the environment. No manufacturing or industrial processes that utilize or produce dangerous substances are allowed under the DTPP, and the DTPP program EIR (p. 14 -12) concluded that —with mandatory local, State, and federal regulations in place - -the risk to the public or the environment from upset and accident conditions would represent a less-than- significant impact. d. The proposed project is not located on a site which is included on a list of hazardous materials sites compiled pursuant to Government Code §65962.5 (Cortese List) (Department of Toxic Substances Control [DISC] Envirostor database, www.envirostar.dtsc.ca.gov /public, viewed September 3, 2014; State Water Resources Control Board Geotracker database, geotracker.waterboards.ca.gov, viewed September 9, 2014.
