7.3.B. - Page 70 <br /> project applicant are subject to review and approval by the City. The project would be subject to these <br /> requirements as conditions of project approval. <br /> The project is expected to qualms for a 100 percent exemption under Special Project Category "C" (Transit- <br /> Oriented Development [TOD] Project) of the San Mateo County Water Pollution Prevention Program, which means <br /> that the project would be 100 percent exempt (in storm drainage volume) from County low impact development <br /> (LID) requirements because the project: (1) is within '/ -mile of a transit hub; (:) has a minimum density of 100 <br /> dwelling units per acre (project density would be about 154 units per acre); and (3) would contain no surface <br /> parking The result would be that up to 100 percent of the project site's impervious surface runoff could be treated <br /> with media filter devices approved by the Bay Area Stormwater Management Agencies Association (BASMAA) (see <br /> Plan Sheet TM -6 for locations and sizing of proposed media filters). This proposed exemption is subject to City <br /> review and approval. <br /> b. The City of Redwood City does not rely on groundwater as a water supply source. Implementation of the proposed <br /> project would not require substantial amounts of water such that it would result in a substantially depleted <br /> groundwater supplies (the applicant has prepared a City Attachment Q, which estimates project water demand). <br /> Therefore, the proposed project would not interfere substantially with groundwater recharge such that there would <br /> be a net deficit in aquifer volume or a lowering of the local groundwater table level. Furthermore, the DTPP <br /> program EIR (p. 10 -25) concluded that DTPP-facilitated development would not result in any significant <br /> groundwater impacts. The proposed project is in compliance with all applicable DTPP regulations, and as a result, <br /> no potentially significant groundwater impacts are anticipated with implementation of the project. <br /> c. & d. The proposed project would neither change the amount of surface water nor change the currents, course, or <br /> direction of water movements in any surface water. As a result, project implementation would not substantially alter <br /> the existing drainage pattern of the site or DTPP area. Furthermore, the proposed site does not contain a stream or <br /> river; therefore, no associated impacts would occur with respect to substantial erosion or siltation on- or off site. <br /> Moreover, the proposed project would not substantially alter the existing drainage pattern of the site so as to <br /> substantially increase the rate or amount of surface runoff in a manner which would result in flooding on- or off - <br /> site. The DTPP program EIR (pp. 10 -23 and 10 -24) concluded that DTPP-facilitated development would not result <br /> in any significant storm drainage impacts. The proposed project is in compliance with all applicable DTPP <br /> regulations. Also, the City's Drainage Guidelines for Commercial Development require post- development storm <br /> water discharge to be equal to or less than pre- development discharge; the project would be subject to this <br /> requirement as a condition of project approval. As a result of DTPP regulations and standard City requirements, <br /> no potentially significant storm drainage impacts are anticipated with implementation of the project. Also see item <br /> (a) above. <br /> f With implementation of the San Mateo Countywide Stormwater Pollution Prevention Plan (SWPPP) as part of both <br /> the NPDES permit program and DTPP program EIR Mitigation 16 -3, project construction would result in a less - <br /> than- significant degradation of existing water quality. Furthermore, operation of the proposed project would not <br /> generate any foreseen uses that would substantially degrade water quality. The proposed project is in compliance <br /> with all applicable DTPP regulations, and as a result, no additional water quality impacts are anticipated with <br /> implementation of this project. <br /> g., h., & i. The project site is not located in a Special Flood Hazard Area as defined by the Federal Emergency <br /> Management Agency (FEMA) National Flood Insurance Program (NFIP), which means that the site is not subject to <br /> extensive damage from a one percent chance (100 year) flood. The entire project site is located in Zone X (Other <br /> Flood Areas) on its FEMA Flood Insurance Rate Map (FIRM), which includes "areas of 0.2% annual chance [500 - <br /> year] flood; areas of 1% annual chance flood with average depths of less than 1 foot or with drainage areas less <br /> than 1 square mile; and areas protected by levees from I% annual chance flood" (FEMA FIRM Map Number <br /> 06081 CO301E, .Panel 301 of 510, Effective Date October 16, 2012). As a result, no significant flooding impacts are <br /> anticipated, and no FEMA requirements are necessary. <br /> The project site is not subject to flooding from levee or dam failure (DTPP EIR p. 10 -26); therefore, potential <br /> flooding as a result of failure is considered minimal. Project implementation is not anticipated to expose people or <br /> property to significant risk from levee or dam failure. <br /> j.
