The DTPP program EIR (pp. 9 -48 through 9 -79) identified significant and unavoidable impacts at 17 area <br /> intersections, as well as impacts on freeway segments, freeway ramps, and transit service. Mitigations were <br /> suggested by the EIR, but the Redwood City City Council determined that such impacts could not be avoided even <br /> with the incorporation of these measures, and that no other feasible mitigations or alternatives would avoid or <br /> lessen the impacts. Furthermore, the City Council judged that the benefits offered by the DTPP outweighed the <br /> potential environmental impacts and adopted a Statement of Overriding Considerations to that effect. The proposed <br /> project is in compliance with all applicable DTPP regulations, and as a result, would not create any additional <br /> transportation or traffic impacts in excess of those addressed by the DTPP program EIR and Statement of <br /> Overriding Considerations. The project would be required to contribute to the City's Transportation Impact Fee, <br /> which is used for various sidewalk, bicycle, and automobile improvements that are identified in Book III of the <br /> I DTPP. Also, the project would provide roadway improvements to the sidewalk areas along the site's street frontage <br /> to enhance pedestrian comfort and safety by adding improved paving surfaces, shade trees, plantings, and lighting. <br /> Also, the pedestrian crossing across Franklin Street at Jefferson Avenue would be improved, including a bulb -out <br /> on the northwest corner to shorten the crossing distance. (Plan Sheet L-1.1) <br /> The City Engineer has determined that no further traffic analysis is required. <br /> c. The project would not result in a change in air traffic patterns at San Carlos Airport or any other airport, including <br /> either an increase in air traffic levels or a change in location that results in substantial safety risks. Also see items <br /> VIII (e) and (fl of this checklist. <br /> d. The project, as proposed, would operate within the existing roadway system. The project parking garage (partially <br /> submerged under the building) would provide vehicle access from Wilson Street, and emergency vehicle access <br /> (EVA) from a 20-foot-wide driveway on the site's eastern edge (Plan Sheet A -1.1). Secured bike parking (41 spaces, <br /> per DTPP requirements), including a maintenance station, would be provided in the parking garage. No substantial <br /> design hazards or incompatible uses are anticipated, and this impact is considered less than significant. <br /> e. The proposed project would utilize the existing roadways in the vicinity. The project design would be required to <br /> comply with all applicable City codes and regulations pertaining to emergency access, as well as fire protection and <br /> security. For example, the EVA lane on the site's eastern edge would be 20 to 28 feet wide and extend the length of <br /> the building to accommodate City fire apparatus. In addition, (1) the entire building would include a sprinkler <br /> system; (2) the fire control room would be located in the main lobby on Franklin Street; (3) all gates, including at <br /> walkways and garages, would include coded keypad entries for emergency access; (4) maps would be mounted at <br /> entry gates for rapid orientation while responding to emergencies; (5) project design would implement the <br /> following: <br /> Fire Department Access: <br /> 1. Both stairways will continue to the roof with door access to the roof (One stair required by Code.) <br /> 2. A clear path across the roof between the stairs for firefighters' access will be provided. Guardrails will be <br /> provided where the walkway is within 10 feet (horizontally) of the interior court as required by CBC Section 1013.7. <br /> 3. All three elevators will be gurney size. (One required by Code.) <br /> 4. A graphic fire alarm annunciator showing alarm conditions will be installed in a lobby determined to be the fire <br /> department response point. (An annunciator is not required by Code.) <br /> 5. Standpipe outlets will be provided in the enclosed stairs, at the horizontal stair and central courtyard. Two outlets <br /> will be provided in the courtyard with each being individually gated double outlets. A minimum 4 -inch supply piping <br /> will be provided to the standpipes. Standpipes will be manual wet. <br /> To limit fire size: <br /> 1. The sprinkler system will be an NFPA 13 system. <br /> 2. The project will include three fire walls dividing the building into three sections. Fire walls will be 3 -hour. One of <br /> the fire walls will be horizontal exit with standpipes on both sides of the cross corridor doors. <br /> To improve exiting: <br /> 1. All stairs with discharge directly to the exterior (not 500/0 to lobby as allowed by Code). <br /> 28 <br />
