DTPP program EIR Mitigation 8 -1 requires the City to implement signal detectors at selected intersections as needed over time to provide priority traffic signal timing for emergency response vehicles; this program is underway. Also, a mandatory construction traffic routing and parking plan subject to City approval would be prepared to ensure that adequate emergency access is maintained during construction. As a result of the above discussion, the proposed project would not impair or interfere with emergency access„ and the impact is considered less than significant. f All required parking would be located on the two levels of the partially submerged, on -site parking garage (Plan Sheets A- 1.1and A -1.2). The garage would provide auto parking in excess of the minimum number required by the DTPP (202 vehicle spaces provided vs. 192 required, not including the future option of adding 24 stacker spaces, which would still total below the maximum number of spaces permitted by the DTPP). Also, the project plans (Sheet A -6.1) indicate that: (1) existing parallel parking on Wilson and the west side of Franklin would remain (Jefferson has no parking along the project frontage), and (2) existing parallel parking on the east side of Franklin (about nine spaces) would be replaced with an equal number of diagonal parking spaces. In addition, the project would meet the DTPP bike parking requirement (41 spaces) in a secured, on -site room, including a maintenance station. The proposed project would not result in inadequate parking capacity. g. Implementation of the proposed project would not require on- or oft-site improvements that would conflict with existing policies, plans, or programs that support alternative transportation. The project site is located less than one - quarter mile from a regional rail station (Caltrain) and bus depot (SamTrans). In addition, the proposed project would support both bike and pedestrian usage consistent with the DTPP, including secure bike parking and sidewalk improvements and landscaping, including public bike racks (Plan Sheet L -1.1). Moreover, as part of the proposed project a new crosswalk would be constructed along the eastern portion of the Franklin Street and Jefferson Avenue intersection, thereby improving pedestrian accessibility to shopping, transit and amenities, as well as to the downtown area as a whole. As a result, the proposed project would not have an impact on alternative transportation modes.
