There have been restrictions imposed upon the Parks & Recreation Depart - <br /> ment resultant from the drought . They include no new irrigation hookups <br /> and the elimination of further landscaping . With these constraints , the <br /> City Council , staff and consultants feel that the planting of Redwood <br /> Shores Parks and the development of Canyon Park be deferred until such <br /> time as the drought situation improves . <br /> Commissioner Weintraub asked if it would be possible to substitute an item <br /> from Phase II or III and move it to Phase I . Mr . Weeks indicated that <br /> none of the other phases had been designed as yet except for possibly the <br /> neighborhood center and play area and that there was no practical way to <br /> accomplish any of the other items without basic grading being completed . <br /> Considerable discussion ensued with regard to the building of the neigh - <br /> borhood center . Mr . Weeks indicated that the staffing of the center would <br /> be a problem due to budget constraints . <br /> Mr . Weeks indicated that there were other options to consider , One is <br /> to transfer the 1974 State Park Bond Funds from Canyon Park to Red Mor- <br /> ton for further development of that park and then earmark the 1976 State <br /> Park Bond Funds for Canyon Park for development in later years . This <br /> would give greater flexibility for use of State funds . <br /> Commissioners Weintraub and Anderson felt strongly that this project would <br /> be shelved permanently . Mr . Weeks indicated that it was still the Commis- <br /> sion ' s top priority , but felt that construction should not proceed until <br /> it could be done properly . Mr . Weeks indicated that a playground program <br /> could possibly be implemented at Canyon Park for the children and that a <br /> few picnic tables might be placed in the area for public use if deemed <br /> to be feasible . <br /> Commissioner Knecht expressed his concern over the delay of the project <br /> and felt that funds should be committed for construction when the drought <br /> was over . Commissioner Schlesinger commented that earmarking the 76 State <br /> Park Bond funds would give assurance the project would not be permanently <br /> shelved . <br /> At the conclusion of the discussion , the following motion was made : <br /> MOTION : Commissioner Anderson moved to examine the <br /> possibility of revising the plans to arrive <br /> at an option , for development , to Phase I <br /> of Canyon Park instead of shelving the pro- <br /> ject at this time . Commissioner Weintraub <br /> seconded the motion and the motion carried <br /> unanimously by voice vote . <br /> Mr . Weeks indicated that he would discuss the project with the City Manager <br /> and the consultants and convey to them the Commission ' s feelings on this <br /> subject and would report back to the Commission with the results of the <br /> discussion . <br /> -4 - <br />
