After considerable discussion concerning the issue , the consensus of <br /> the Committee was that the intyrpretation of the ordinance , which <br /> requires ownership or leasing of a facility for conducting bingo <br /> games precludes their being conducted as a game of chance in or <br /> on recreation facilities and the Committee recommends that we con - <br /> tinue with the operation of our facilities based upon this inter- <br /> pretation of the provisions of the bingo ordinance . This will pro- <br /> vide the staff will adequate guidelines by which to administer the <br /> facilities in keeping with the terms and conditions of the ordinance . <br /> - 7 - <br />
