TO : Parks & Recreation. Commission
FROM : . Operational Policy Committee - Chairman Schlesinger
DATE : August 30 , 1977
SUBJECT : FEE SCHEDULE FOR BUILDING USE
The Operational Policy Committee met on August 30 , 1977 . Those present
were Commissioner Schlesinger , Hayes and Pound . Commissioner Anderson
was absent . Commissioner Pound substituted for Anderson .
The Committee met to continue their discussion of the fees being charged
for the use of the recreation buildings , particularly the Community
Activities Building and the Veterans Memorial Building . A survey was
conducted for the Committee which compared nine ( 9 ) other organizations
and agencies that have building facilities available for public use and
the fees charged for this use . The various terms and conditions for
said use were also noted .
It was pointed out to the Committee that it is quite difficult to arrive
at comparable fees and charges with other agencies in that the services
supplied , building space and conditions , use priorities and philosophy
of the agencies differ considerably . Upon reviewing the data and dis-
cussing the various situations , it was the concensus of the Committee
and the staff that the fees and charges currently being charged for the
Department ' s facilities are low and should be raised in order to be
comparable with most other agencies , particularly the local organiza-
tions .
It was pointed out to the Committee that the major concern was to make
certain that the private group use of the facilities (wedding receptions ,
parties , business organizations , etc . ) would pay the full costs as well
as assure reimbursement for any damages which might occur to public
property resultant from their use . The Committee was reminded that
at the Park and Recreation Commission meeting of August 10 , 1977 , an
increase to $100 for the deposit for building use was approved .
Upon concluding the discussion , the Committee unanimously agreed to the
following recommendations :
I . That for use Groups IV and V ( non-profit community organizations )
a . Raise single room charge to coincide with current minimum
custodial rate ( $5 . 50/hr . ) .
b . Raise the two room fee from $5 . 00 to $7 . 50/hr .
c . Raise the three room fee and the Redwood Room ( Veterans
Building) fee from $7 . 50 to $9 . 50/hr .
-6-
