7.1.A. - Page 3 <br /> Redgwick Construction $593,089.00 <br /> Engineer's Estimate: $448,000.00 <br /> Staff has determined that there are five (5) responsive bids. and recommends awarding <br /> the contract to Redwood Engineering. <br /> *All Bidders are required to submit bids on all bid items. The bid submitted by Guerrero <br /> Construction Group is incomplete because it did not provide a price for Item 9, Site <br /> Electrical and Lighting, in the Schedule of Bid Prices and the City reserves the right in <br /> its sole discretion to reject any Bid as nonresponsive as a result of any error or omission <br /> in the Bid. Per Public Contract Code Section 20160 et seq., the City cannot accept a <br /> nonresponsive bid. <br /> ALTERNATIVES <br /> Do not award the contract for Main Street Dog Agility Park Project and re- advertise the <br /> project. <br /> FISCAL IMPACT <br /> In 2013, the City completed the funding appropriation process for the use of park impact <br /> fees, and $250,000.00 was allocated for the dog park. In addition, $314,814.69 was <br /> allocated from the CIP program for the park and the street improvements. Currently, <br /> $496,842.06 is available for construction. <br /> ENVIRONMENTAL REVIEW <br /> As proposed, the project is categorically exempt from the requirements of the California <br /> Environmental Quality Act (CEQA) Guidelines per Section 15302 "Replacement or <br /> Reconstruction" for removal and replacement of existing lawn area in a public park; and <br /> Section 15332 "In -Fill Development Projects" for the construction of infrastructure <br /> improvements such as new sidewalks, curb and gutter, and crosswalks, and landscape <br /> improvements such as fencing, decomposed granite dog play area, benches, lighting, <br /> utility extensions and entrances to an existing city -owned vacant lot to create a new <br /> neighborhood - serving park. <br /> CLAUDIA OLALLA, ASLA <br /> SENIOR LANDSCAPE DESIGNER <br />
