7.1.A. - Page 2
decomposed granite with perimeter at -grade swales and subsurface drainage. The park
frontage along Main Street will be lined with street trees and pedestrian scale lighting.
Two double -gated entrances will open to a central space equipped with structures for
dog agility training, bench seating, lighting, and drinking fountains. The improvements
also include modifications to the existing electrical service and irrigation system that
follows the AB1881 water conservation regulations (i.e. use bubblers rather than spray
heads).
Improvements to the Main Street right -of -way include a new sidewalk, new curb and
gutter, and new crosswalks and pavement markings. Beech Street, adjacent to the park
and considered an underused segment of the dead -end street, has been designed to
expand the park space by partially fencing the street for activities such as dog training
classes. The fence has a maintenance gate and can be arranged to allow maintenance
trucks access to the street.
In February 2012, the City adopted Resolution 15165 permitting the permanent street
closure of Beech Street from Main Street to the railroad tracks to vehicles and for the
continued use by the public. The proposed removable bollards along Main Street will
close Beech Street to vehicular traffic while allowing access for public use and
emergency vehicles.
The park will be open from sunrise to 10:30pm, comparable to the City's lighted
recreational areas such as baseball fields, basketball courts and tennis courts
(Municipal Code, Section 25.2.01). This permits residents and the neighborhood to
resourcefully use the park after dark during shorter daylight seasons.
Staff anticipates authorizing construction to begin within 60 days of the award of this
contract. The park and Beech Street will necessarily be closed during the renovation
and are expected to re -open for public use by Summer 2015.
The six (6) bids received at the bid opening on September 10, 2014 are summarized in
the table below:
Contractor Bid
Redwood Engineering $444,825.00
Guerra Construction Group Non- responsive*
Suarez & Munoz Construction, Inc. $490,855.00
Blossom Valley Construction $505,691.00
Galeb Paving $588,722.94
