7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 20, 2014 <br /> SUBJECT <br /> Award of Contract — Main Street Dog Agility Park <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Main Street Dog Agility Park Project to Redwood Engineering Construction of <br /> Redwood City, California for their responsive and responsible low bid in the amount of <br /> $444,825.00; and, authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded, not to exceed $489,307.50, and deem <br /> Guerra Construction Group a non - responsive bidder. <br /> BACKGROUND <br /> The Parks, Recreation and Community Services Commission has received, and <br /> continues to receive, requests from the public about the desire to add more play spaces <br /> for dogs. In 2011, the PRCS Commission initiated a public input process to gauge <br /> interest in converting Main Street Park into a dog park. Input was gathered via <br /> Recreation eNews, booths at Downtown City Events, and through notification around <br /> the Main Street Park neighborhood. Specific community notices were also mailed out in <br /> 2012 to invite the public to attend a PRCS meeting to discuss this project. The PRCS <br /> Commission received over a dozen emails in support of the dog park project, and a <br /> handful of residents showed up to express their support in person. <br /> With the design services of Moore Iacofano Goltsman, Inc. (MIG), the Community <br /> Development Department has completed a plan for a new dog park located on Main <br /> Street between Beech and Elm Streets. Unlike typical dog parks that commonly function <br /> as a dog run, the small triangular park will be converted to a park for the agility practice <br /> and socialization of dogs. Right -of -way improvements, primarily for safe access to the <br /> park, are also proposed. <br /> ANALYSIS <br /> The park is immediately surrounded by a railroad track and an existing roller rink. The <br /> neighborhood is mostly comprised of industrial uses and storage lots that serve the <br /> automobile retail stores located on El Camino Real, and more recently, new high - <br /> density apartment buildings.
