7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 20, 2014 <br /> SUBJECT <br /> Design Services Agreement with Verde Design, Inc. for the Red Morton Synthetic Turf <br /> Replacement and Tennis Court Reconstruction Project <br /> RECOMMENDATION <br /> Approve, by motion, the standard form design services agreement with Verde Design, <br /> Inc. for an amount not to exceed $243,397; and, authorize the City Manager to increase <br /> the contract amount up to 10% if necessary. <br /> BACKGROUND <br /> Red Morton Community Park is the City's premier recreational destination that hosts <br /> two softball fields, three baseball fields, three soccer fields, three community facilities, a <br /> skate park, playgrounds, as well as passive park space. <br /> Eight years ago, the City converted the grass athletic fields into synthetic turf surfaces. <br /> This has allowed for significant reductions in both staff resources needed to care for <br /> these types of fields as well as an estimated savings of 24 million gallons of water for <br /> the three fields over this eight year span. <br /> The synthetic turf fields have reached the end of their functional life, and there is a <br /> likely need to address subsurface stabilization and drainage issues. The playing fields <br /> are used year round for soccer, baseball, softball, football, and other field sports by <br /> both the local community and visiting tournaments. Because Red Morton Park is the <br /> main City park and is relied upon by the entire community for recreation and open <br /> space, coordinating the construction to minimize disruption to the community is an <br /> essential component of this project. Similarly, the tennis courts are relied upon for <br /> public play, tournaments, and lessons, thus requiring coordination and outreach to that <br /> specific community. For both the tennis courts and the athletic fields, a lighting study <br /> and recommended upgrades will also be addressed, including a study to add field <br /> lights to the one remaining athletic field (49er -Guida Field) that is currently not lit. The <br /> Project scope of services includes public workshops, project design and construction <br /> documents, project management, and construction observation for the Project. <br /> ANALYSIS <br /> After a Qualification Based Selection process, the Parks, Recreation and Community <br /> Services Department, along with Gilbane Building Company, acting as the contract <br />
