8.A. - Page 49 <br /> Section 2: Project Description <br /> 2.9 - PROJECT OBJECTIVES <br /> The goals, policies, and programs in the Housing Element build upon the identified housing needs in the <br /> community, constraints confronting the City, and resources available to address the housing needs. <br /> Redwood City's housing goals, policies, and programs address the following six major areas: <br /> • Maintain and preserve the existing affordable housing stock <br /> • Assist in the development of affordable housing <br /> • Identify adequate sites to achieve a variety and diversity of housing <br /> • Remove constraints to housing development <br /> • Promote equal housing opportunity <br /> • Provide programs to meet other identified housing needs <br /> 2.10 - SURROUNDING LAND USES <br /> The Opportunity Sites shown in Exhibit 2 (Housing Opportunity Sites) are located throughout the City. The <br /> majority are generally located primarily along the Veterans /Broadway Corridor and in Downtown. Given the <br /> variety of Opportunity Sites, it is difficult to provide specific surrounding land use information for every site, <br /> but it is not necessary. Additional project specific analysis will be conducted at the time new housing <br /> development is proposed. <br /> 2.11 - ENVIRONMENTAL SETTING <br /> The City of Redwood City is located in the San Francisco Bay Area on the San Francisco Peninsula in <br /> southeastern San Mateo County, approximately 27 miles south of San Francisco and 24 miles north of San <br /> Jose. It is bounded by portions of the cities of San Carlos, Belmont, Foster City, Atherton, Menlo Park, and <br /> Woodside, and unincorporated areas of San Mateo County. Major transportation facilities in and near the <br /> city include U.S. Highway 101 (U.S. 101), Interstate 280 (1 -280), the Caltrain regional commuter rail line, <br /> State Route 84 (Woodside Road within the City), and State Route 82 (El Camino Real). The City's planning <br /> area covers 22,144 acres (34.6 square miles). This includes 12,415 acres (19.4 square miles) of land and <br /> 9,728 acres (15.2 square miles) of water. Redwood City is a fully developed city, from the urban -scale <br /> Downtown in the east, to suburban neighborhoods in the central portion, to Tess dense neighborhoods in <br /> the hillside areas that extend toward 1 -280. Cities surrounding Redwood City are also generally fully <br /> urbanized. <br /> According to the California Department of Finance (DOF) estimates, Redwood City had a January 2013 <br /> population of 79,074 residents. Redwood City does not have significant tracts of vacant land, and has <br /> approximately 29,500 housing units, almost half of which are single - family homes. <br /> 2.12 - REQUIRED CITY APPROVALS <br /> The City Council must approve a General Plan Amendment to incorporate the 2015 -2023 Housing Element <br /> into the General Plan. <br /> 2.13 - OTHER AGENCY APPROVALS <br /> The State of California, Department of Housing and Community Development (HCD) will be required to <br /> review the Housing Element for compliance with State law (Article 10.6 of the Government Code). <br /> to Redwood City Housing Element Initial Study <br />
