A scenic vista is defined by a generally uninterrupted view of the horizon, <br /> creating an aesthetic viewpoint. Scenic vistas can be impacted by development in two ways. First, a structure <br /> may be constructed that blocks a vista. Second, the vista itself may be altered (i.e., development on a scenic <br /> hillside). <br /> The City's General Plan EIR identified that scenic vistas are primarily available from the southern and western <br /> portions of the City, including views from the Edgewood County Park, Easter Cross, Canada College, and <br /> Easter Bowl. Views of lakes, winding roads, and the Santa Cruz Mountains are located east and south of the <br /> planning area. <br /> Since the proposed Housing Element and development on the Opportunity Sites will be consistent with the <br /> land uses and intensities analyzed in the General Plan EIR, no additional impacts beyond those analyzed in <br /> the General Plan EIR will occur. <br /> The proposed Housing Element does not change any applicable land use designations and does not propose <br /> or anticipate any specific development proposals or infrastructure construction. Therefore, it will not result in <br /> any impacts that were not addressed in the General Plan EIR. Therefore, less than significant impacts to <br /> scenic vistas will result from the adoption and implementation of the proposed Housing Element. <br /> b) Less than Significant Impact. There are no designated State Scenic Highways located within the City of <br /> Redwood City. The San Mateo County General Plan identifies the 1 -280 corridor and its associated viewshed <br /> as a state scenic corridor (the Junipero Serra Corridor), which is located immediately outside the City's <br /> western boundary. <br /> The San Francisco Bay Plan (Bay Plan) is a policy tool that allows the San Francisco Bay Conservation and <br /> Development District (BCDC) to implement applicable policies for visual and aesthetic resources within and <br /> 3 San Mateo County General Plan.
