The City of Redwood City is located within the San Francisco Bay Area Air Basin (Basin) under <br /> the jurisdiction of the Bay Area Air Quality Management District ( BAAQMD). BAAQMD and the Association <br /> of Bay Area Governments (ABAG) are responsible for formulating and implementing the Air Quality <br /> Management Plan (AQMP) for the basin. The AQMP is a series of plans adopted for the purpose of <br /> reaching short- and long -term goals for those pollutants the basin is designated as a "nonattainment" area <br /> because it does not meet federal and /or State Ambient Air Quality Standards (AAQS). To determine <br /> consistency between the project and the AQMP, the project must comply with all applicable BAAQMD rules <br /> and regulations, comply with all proposed or adopted control measures, and be consistent with the growth <br /> forecasts utilized in preparation of the Plan. <br /> The Bay Area is currently designated as a nonattainment area for state and national ozone standards and <br /> state particulate matter (PM25), and as a nonattainment area for state particulate matter (PM1o) standards. <br /> The BAAQMD's 2010 Clean Air Plan was developed as a multi - pollutant plan and aims to bring the area <br /> into attainment of federal and state ambient air quality standards. This plan provides an integrated control <br /> strategy to reduce ozone, particulate matter (PM), toxic air contaminants, and greenhouse gases. BAAQMD <br /> recently initiated an update to the Bay Area Clean Air Plan and held a public workshop in February 2014 to <br /> begin development of the update. A significant impact could occur if the proposed project conflicts with or <br /> obstructs implementation of the 2010 Clean Air Plan. Conflicts and obstructions that hinder implementation <br /> of the AQMP can delay efforts to meet attainment deadlines for criteria pollutants and maintaining existing <br /> compliance with applicable air quality standards. BAAQMD has prepared the 2011 BAAQMD CEQA <br /> Guidelines to assist lead agencies, analysts, project proponents, and other interested parties in evaluating <br /> potential air quality impacts of projects and plans proposed in the Bay Area. Inconsistency with the most <br /> recently adopted Clean Air Plan (CAP) is considered a significant impact.
