8.A. - Page 82 <br /> Section 4: Evaluation of Environmental Impacts <br /> Applicable General Plan Policies <br /> Goal PS - Protect city residents, and businesses and employees from potential hazards associated <br /> with the use, storage, transport, and disposal of hazardous materials in and through <br /> Redwood City. <br /> Policy PS - 8.1 Establish policies to regulate and reduce hazardous waste within Redwood City that are <br /> consistent with the County's Hazardous Waste Management Plan and other County <br /> regulatory programs. <br /> Policy PS - 8.2 Educate residents and businesses about household hazardous wastes, less toxic <br /> materials that can be used in place of toxic materials and proper household hazardous <br /> waste disposal methods. <br /> Policy PS - 8.3 Work to ensure that land previously used as agriculture, commercial, and industrial is safe <br /> and contains no environmental hazards. <br /> Policy PS - 8.4 Encourage the use of green building practices to reduce potentially hazardous materials in <br /> construction materials. <br /> e) Less than Significant Impact. San Carlos Airport is a general aviation facility located in the city of San Carlos, <br /> along the northwest border of Redwood City. Land uses near the airport are regulated by the San Mateo County <br /> City /County Association of Governments (C /CAG) Airport Land Use Committee (ALUC). The ALUC maintains and <br /> implements the Comprehensive Airport Land Use Plan (CLUP) for San Carlos Airport. The CLUP establishes two <br /> influence zones around San Carlos Airport; these zones are intended to prevent development that is incompatible <br /> with airport operations and include specific regulations, such as height restrictions based on proximity to the airport <br /> and flight patterns. Areas within 9,000 ft of San Carlos Airport, which includes the northern and eastern portions <br /> of the City, are in Airport Influence Area B. Any local land use policy actions, such as General Plan Amendment <br /> or zoning amendment, within this Airport Influence Area requires formal review by the ALUC to ensure that the <br /> proposed allowable development is consistent with aviation safety requirements. Some Opportunity Sites are <br /> located within the established Airport Influence Area; however, the majority of the Opportunity Sites are located <br /> outside of the airport influence area. <br /> The proposed Housing Element includes a Program to consult with C /CAG regarding the upcoming San Carlos <br /> Airport Land Use Compatibility Plan update to ensure that revisions do not pose constraints on housing <br /> development in Redwood City. The proposed project does not propose to revise height limits beyond which was <br /> considered in the General Plan EIR. Per City policy, new development within an airspace protected zone is <br /> reviewed by the Federal Aviation Administration and ALUP to reduce impacts associated with safety hazards, as <br /> described in Policies BE -22.3, and PS -10.1. The Impacts associated with safety hazards near airports will be less <br /> than significant. <br /> Applicable General Plan Policies <br /> Policy BE - 22.3 Ensure that new development within San Carlos Airport airspace protection zones seeks <br /> input from the Federal Aviation Administration prior to approval. <br /> Goal PS - 10 Minimize risks of potential hazards in the vicinity of San Carlos Airport. <br /> Policy PS - 10.1 Work to achieve consistency between General Plan land use and related policies and the <br /> San Carlos Airport Comprehensive Land Use Plan, as is appropriate for Redwood City. <br /> Measures may include restrictions on permitted land uses and development criteria, <br /> including height restrictions. <br /> Redwood City Housing Element Initial Study 43 <br />
