Owing to this distance from the open ocean, the City is not within the County of San Mateo Tsunami <br /> Evacuation Planning area and is this not seen as having an elevated risk of inundation by a seismic sea wave. <br /> A seiche is the process by which water sloshes outside its containing boundaries, generally due to an earthquake. <br /> A seiche may cause an overflow of a lake, reservoir or lagoon. Due to the City's proximity to the San Francisco <br /> Bay, the area could experience seiche or seiche - related effects during seismic activity. The closest developed <br /> areas to the Bay include the Redwood Shores area, the Bayfront, and the Port of Redwood City. Infill development <br /> and redevelopment allows as part of the General Plan will be concentrated within the immediately adjacent to <br /> Downtown, south and east of the U.S. 101 and a portion of the Bayfront area centered on Redwood Creek. Due <br /> to the distance from the San Francisco Bay shoreline and buffer islands, the severity of the seiche energy should <br /> be decreased upon reaching the developed portions of Redwood City in the Bayfront area, representing a less <br /> than significant impact in regards to seiche inundation. <br /> Mudflow is a flow of dirt and debris that occurs after intense rainfall or snowmelt, volcanic eruptions, and <br /> earthquakes. Debris has the potential to fill or plug structures designed to collect and convey runoff, forcing <br /> floodwaters into the adjacent areas. Rapidly moving flows heavily laden with debris are also extremely dangerous. <br /> Mudflows are a potential hazard in Redwood City, particularly in the hillside areas. Opportunity Sites could be <br /> subject to mudflows resulting from intense storms and will be subject to future analysis if and when specific <br /> development proposals are submitted. Most of the Opportunity Sites are located away from the hillside areas. <br /> Since the Housing Element Update does not result in any physical construction, the impact from its adoption and <br /> implementation is less than significant.. <br /> 48 Redwood City Housing Element Initial Study <br />
