8.A. - Page 88
Section 4: Evaluation of Environmental Impacts
4.10 - LAND USE AND PLANNING
Would the project:
Potentially Less Than Less Than No
Significant Significant with Significant Impact
Impact Mitigation Impact
Incorporation
a) Physically divide an established community? ❑ ❑ ❑ ❑
b) Conflict with any applicable land use plan, policy,
or regulation of an agency with jurisdiction over the
project (including, but not limited to the general ❑ ❑ ❑ El
plan, specific plan, local coastal program, or zoning
ordinance) adopted for the purpose of avoiding or
mitigating an environmental effect?
c) Conflict with any applicable habitat conservation ❑ ❑ ❑ El
plan or natural community conservation plan?
a) No Impact. A significant impact will occur if the proposed project were sufficiently large or configured in such
a way so as to create a physical barrier within an established community. The proposed Opportunity Sites
identified in the Housing Element are scattered throughout Redwood City, with the majority located in
Downtown and along the Veterans /Broadway corridor. Proposed Opportunity Sites are surrounded primarily
by residential and commercial land uses. The proposed Housing Element provides for housing on sites with
current land use designations for residential and mixed -use development; housing policy will not create any
sort of physical barrier within the community, as no changes are proposed to land use designations. Rather,
the mix of uses may serve to facilitate pedestrian connections in these areas. Furthermore, project
implementation will not provide for infrastructure systems such as new roadways or flood control channels
that are not already planned. As such, the project will not divide or disrupt neighborhoods or any other
established community elements in this previously developed and urbanized area. Therefore, no impact will
occur.
b) No Impact. The Housing Element sets forth policies to encourage housing development consistent with
adopted land use policies established in the General Plan. No changes in land use or development intensities
are proposed. The Housing Element does not include any goals, policies, or programs that will conflict with
adopted General Plan goals and policies to mitigate environmental effects. As required by California Housing
Element law, the update provides current data on housing in the community and an analysis of the land
available to meet the community's anticipated housing needs, as determined by HCD and ABAG in the RHNA.
The update also includes programs for providing housing assistance and facilitating housing development.
All Opportunity Sites and development densities identified to meet the RHNA are consistent with the existing
Land Use Plan designations and all other pertinent policies of the General Plan and the Zoning Code. There
will be no significant impact on any plan, policy, or regulation of an agency having jurisdiction over the project
adopted for the purpose of avoiding or mitigating an environmental effect. No impact will occur.
c) No Impact. According to the Conservation Plans and Agreements database, there are no Habitat
Conservation Plans or Natural Community Conservation Plans located in Redwood City. No impact could
occur.
25 U.S. Fish & Wildlife Service.
