The Opportunity Sites identified in the proposed Housing Element are located in a completely <br /> urbanized area. The suburban, developed character of Redwood <br /> City precludes mineral extraction uses. Neither the General Plan nor any other City planning document <br /> identifies any locally important mineral resource recovery sites within the City.
