8.A. - Page 100 <br /> Section 4: Evaluation of Environmental Impacts <br /> implementation of programs to reduce the number of peak hour vehicle trips generated by new developments. <br /> CMP components indentified for improvement by the program in the City include: <br /> • SR 82 (El Camino Real) • 1 -280 <br /> • SR 84 (Woodside Road) • El Camino Real & Whipple Avenue <br /> • U.S. 101 • Woodside Road & Middlefield Road <br /> Traffic Impact Analysis reports must be prepared to satisfy C /CAG CMP requirements when a proposed <br /> change in land use, development project, or at local discretion, a group of projects are forecast to equal or <br /> exceed the CMP threshold of 100 net peak hour trips generated. <br /> For individual development projects, the City will determine if a traffic impact analysis is required as part of <br /> the City's standard environmental review process and determine potential future impacts to CMP facilities. <br /> No specific development proposals or infrastructure projects are proposed. Therefore, the proposed Housing <br /> Element will not result in any impacts that were not addressed in the General Plan EIR. Impacts related to <br /> level of service standards on CMP facilities will be Tess than significant. <br /> c) No Impact. The updated Housing Element is focused on achieving local housing objectives. The proposed <br /> Housing Element does not authorize any construction that will result in the need to redirect or otherwise alter <br /> air traffic patterns. Furthermore, the proposed Housing Element will not result in substantial population growth <br /> that could significantly increase air traffic. Therefore, the project will have no air traffic impacts. <br /> d) No Impact. The project does not involve the construction of any roadway and will have no effect on the City's <br /> street and site design standards. <br /> e) Less than Significant Impact. The proposed Housing Element does not involve any road construction or <br /> any development activity and thus will not obstruct or restrict emergency access to or through the city. Future <br /> housing development facilitated by implementation of Housing Element policies will be subject to site plan <br /> review. In conjunction with the review and approval of building permits, the Fire Department reviews all plans <br /> to ensure compliance with all applicable emergency access and safety requirements. With continued <br /> application of project review procedures, impacts involving emergency access will be Tess than significant. <br /> f) No Impact. The project includes programs and policies to encourage the development of new housing units <br /> to meet the City's regional fair share of housing, as required by State law; the project does not involve <br /> establishing any policies, plans, or programs regarding public transit, bicycle, or pedestrian facilities.
