8.A. - Page 105 <br /> Section 4: Evaluation of Environmental Impacts <br /> 4.18 - MANDATORY FINDINGS OF SIGNIFICANCE <br /> Potentially Less Than Less Than No <br /> Significant Significant with Significant Impact <br /> Impact Mitigation Impact <br /> Incorporation <br /> a) Does the project have the potential to degrade the <br /> quality of the environment, substantially reduce the <br /> habitat of a fish or wildlife species, cause a fish or <br /> wildlife population to drop below self- sustaining <br /> levels, threaten to eliminate a plant or animal ❑ ❑ ® ❑ <br /> community, reduce the number or restrict the <br /> range of a rare or endangered plant or animal or <br /> eliminate important examples of the major periods <br /> of California history or prehistory? <br /> b) Does the project have impacts that are individually <br /> limited, but cumulatively considerable? <br /> ( "Cumulatively considerable" means that the <br /> incremental effects of a project are considerable ❑ ❑ ® ❑ <br /> when viewed in connection with the effects of past <br /> projects, the effects of other current projects, and <br /> the effects of probable future projects)? <br /> c) Does the project have environmental effects which <br /> will cause substantial adverse effects on human ❑ ❑ ® ❑ <br /> beings, either directly or indirectly? <br /> a) Less than Significant Impact. The results of the preceding analysis indicate that the proposed project will <br /> have less than significant impacts upon sensitive biological, historical, archaeological, and paleontological <br /> resources. There will be less than significant impacts to scenic vistas and visual character and resources. <br /> Since the project will not authorize any development plan, redevelopment of any existing sites, or construction <br /> of new infrastructure, and will not change existing City land use policy regarding locations or intensities of <br /> development, it will not result in any effects that will degrade the quality of the environment. The City finds <br /> that impacts related to degradation of the environment will be less than significant. <br /> b) Less than Significant Impact. Cumulative effects resulting from full implementation of the City's land use <br /> policies were evaluated in the General Plan EIR. The proposed Housing Element will not change any of these <br /> policies and does not propose any specific development or redevelopment project that could contribute to <br /> short -term or long -term cumulative impacts that were not addressed sufficiently in the General Plan EIR. The <br /> City finds that the contribution of the proposed project to cumulative impacts will be less than significant. <br /> c) Less than Significant Impact. As supported by the preceding environmental evaluation, the project will not <br /> result in substantial adverse effects on human beings. Under each environmental consideration addressed <br /> in the preceding analysis, the proposed project is considered to have little or no adverse impacts on people <br /> and the environment.
