7.1.B. - Page 12 EXHIBIT "A" SCOPE OF SERVICES Background and Project Description: The City of Redwood City plans to replace the synthetic turf surfaces on three fields within Red Morton Park and to reconstruct four tennis courts within the same Park. In addition to the surface replacement, it appears there is likely a need for subsurface stabilization on one or more fields and the tennis courts. Further, there appears to be drainage issues on one or more of the fields where synthetic turf infiil displaces after rain events. The turf fields were installed approximately eight years ago and have reached the end of their functional life. The playing fields are used year round for soccer, baseball, softball, and other field sports by both the local community and visiting tournaments. Red Morton Park is the main City park and is relied upon by the entire community for recreation and open space. Consequently, coordinating the construction to minimize disruption to the community is an essential component of this project. Similarly, the tennis courts are relied upon for public play, tournaments, and lessons, thus requiring coordination and outreach to that specific community. The Project scope of services includes but is not limited to, public workshops, project design and construction documents, project management, and construction observation for the Project. Consultant's Scope of Services: CONSULTANT working with the City's Director of the Parks, Recreation and Community Services Department and /or other designated City staff (herein "CITY ") shall provide the following services to City which shall be provided in a manner consistent with City's rules, procedures, policies, and practices: provide all project management, design, bid and construction support services required for the renovation of synthetic turf fields, new field lighting at one field, field lighting improvements at one field, tennis court renovation and lighting, environmental clearance, design, and permitting for the Red Morton Park Synthetic Turf and Tennis Court Renovation Project. Consultant Shall Complete the Following Tasks: TASK 1 — PROJECT START -UP AND SITE INVESTIGATION 1. Attend one kick -off meeting with the CITY to discuss project coordination including: a. Communication of the project issues; b. Project set -up; c. Project work plan and project schedule development; d. Review project budget, establish tracking and project progress reporting procedures; e. Site review with CITY to confirm existing conditions and receive input on site use and desired site specific improvements; f. Develop meeting agenda and meeting minutes for review by CITY.
