7.1.E. - Page 2 <br /> ANALYSIS <br /> Approving the access agreement will allow City and GES staff to access the project site <br /> to begin groundwater monitoring and remediation analysis as set forth in the RWQCB's <br /> requirement for an investigation work plan. The City and its consultant have submitted <br /> a work plan to RWQCB for approval. Upon receipt of the RWQCB's comments and a <br /> finalized access agreement with Regency, GES will commence with the required <br /> groundwater monitoring. <br /> ALTERNATIVES <br /> Council could decide not to approve the agreement. <br /> FISCAL IMPACT <br /> There is no known fiscal impact associated with approving this agreement. <br /> ENVIRONMENTAL REVIEW <br /> The proposed action, which represents an agreement between the City and a property <br /> owner to access private property to conduct groundwater monitoring and remediation <br /> analysis, is exempt from California Environmental Quality Act review under Section <br /> 15309 (Inspections) in that the activities associated with this agreement involve <br /> monitoring of hazardous materials test sites.
