10/20/2014 <br /> 2 0 1 5 - 2 0 2 3 H O U S I N G <br /> Goals and <br /> Policies <br /> • Continue to provide funding to facilitate home accessibility <br /> modifications for disabled persons, with a goal of <br /> completing home accessibility modifications for 30 <br /> households per year. <br /> a Promote the use of energy and water conservation <br /> measures as part of this program. <br /> • Continue to allocate payments from the rehabilitation loan <br /> revolving fund program to assist future rehabilitation <br /> projects. <br /> • Continue to affirmatively market loan programs using <br /> numerous media and outreach techniques to inform <br /> residents about the availability of these programs. <br /> Timeframe: Ongoing <br /> Responsible Party: Community Development <br /> Funding Sources: CDBG, HOME, Revolving Funds, and <br /> Dedicated Program Income <br /> Program H-16: Affordable Housing Development. The development of new <br /> affordable housing generally requires subsidies from federal, <br /> State, and local sources. The demand for affordable housing <br /> throughout the Bay Area is steadily increasing, as housing costs <br /> have accelerated beyond the capacity of many households. <br /> Land write-downs and financial incentives can be significant <br /> contributions to meet this demand and create new affordable <br /> housing. Redwood City (especially through the now dissolved <br /> Redevelopment Authority) has an active history of providing <br /> land write-downs for the acquisition and disposition of housing <br /> sites and/or surplus properties for the construction or <br /> rehabilitation of affordable housing units. However, the <br /> dissolution of Redevelopment in California has significantly <br /> hindered the City's ability to support land write-downs or <br /> provide financial incentives. However, some funding remains <br /> available through CDBG and HOME grants. As opportunities <br /> become available, the City will continue to endeavor to acquire <br /> sites for affordable housing. The City's Consolidated Plan <br /> prioritizes the expansion and preservation of affordable <br /> housing, and commits to spending the majority of CDBG funds <br /> and HOME funds toward this purpose. <br /> Objectives: <br /> • Continue to provide subsidies, as funds are available, to <br /> assist in the development of affordable housing units. <br /> • Continue to allocate funds for site acquisition to directly <br /> facilitate the development and continuation of affordable <br /> Redwood City General Plan P a g e H - 1 6 3 <br /> RESO. # 15376 <br /> MUFF # 301 <br />
