In addition, consider the economic realities and <br /> effects of whether and how to provide incentives or require <br /> such benefits, the advantages and disadvantages of such a <br /> program, and the mechanisms (and obstacles) to implement <br /> Timeframe: 2015 (Immediate) <br /> Responsible Party: Community Development; City Manager <br /> Office <br /> Funding Sources: General Fund <br /> Special Programs and Projects <br /> Program H-15: Rehabilitation Programs. To maintain the quality and <br /> 4PPY <br /> SustainabilityFocus affordability of older neighborhoods and housing stock, the City <br /> offers a number of home improvement and rehabilitation <br /> programs. The Home Improvement Loan Program provides low- <br /> interest loans and grants from CDBG and HOME funds to low— <br /> income households for the rehabilitation of owner-occupied <br /> residences. Eligible improvements include room additions, <br /> replacement of roofs, heaters, windows, insulation, lead-based <br /> paint hazard reduction, as well as many other health and safety <br /> items. <br /> The payments from these loans support a revolving fund for <br /> future rehabilitation projects.
