TA Measure A Pedestrian & Bicycie Program
Funding Application for Fiscal Years 2014 & 2015
d. Discuss the public planning process that occurred, or will occur, for the proposed
project:
The recommendations included in the report are the result of a community
engagement process led by the City of Redwood City in conjunction with the
County of San Mateo, Redanrood City Unified School District, Redwood City 2020,
and the individual schools. At each participating school a walking audit was held
with representatives from the school, Redwood City 2020, Redwood City
engineering and police staff and all interested parents/caregivers. Input from the
walking audits was used to develop recommended walk/bike routes and
improvements along these routes to increase safety. This was presented at
follow-up meetings at each school and vetted by the city before being
documented in the final report. (See attached support letters in Appendix D.)
During the PS&E phase of the project, city staff will reach out to fronting
neighbors at locations where changes could impact them (e.g. curb extension
might modify a driveway or impact parking)to ensure that there is full support for
the changes. The design could be modified to reflect feedback received.
Prior to construction, the school community and neighbors will be notified about
the project and what construction impacts to expect (if any).
e. Comment on level of public support. As appropriate, attach documents of support
and state composition of relevant committee. (examples:letters, meeting
minutes, etc.)
All of the proposed improvements stem from discussions with parents, teachers,
and school staff during the walk/bike audits and subsequent community meetings
for the Safe Routes to School project. We have also found a lot of support from
residents near schools for traffic calming features that reduce vehicle speeds and
efforts that reduce school-related congestions as it improves their quality of life.
Additionally, Redwood City staff meets regularly with members of the Silicon
Valley Bicycle Coalition's Redwood City Working Group (Working Group) to
solicit input on bicycle and pedestrian projects. At the August 20, 2013 and
January 13, 2014 meetings, this project was discussed and reviewed. Working
Group members universally supported this grant application. See letter of support
in Appendix D.
2. Project Need— Up to 15 points
a. Does the project meet commuter and/or recreational purposes?
Yes No ❑
Explain:
Yes, this project's primary purpose is to increase the number of people walking
and bicycling for their school commute. All of the schools in this project are
high activity centers with fields and playgrounds that are open to the public
outside of school hours and that may also be used for recreational sports
leagues (e.g. soccer practice and games).
