actions against the apparent responsible party for the discharge of solvents to the sewer system(the Bolton <br /> Family), and also in negotiations with insurance companies who had an obligation to defend the City in <br /> this matter. In support of those negotiations, Kleinfelder was retained to assist the City with evaluating <br /> potential remediation approaches and costs, and prepared a Technical Memorandum dated January 16, <br /> 2007,entitled Remedial Options and Preliminary Opinion of Potential Costs,regarding the solvent plume. <br /> GES understands that a monetary settlement was reached with the Bolton Family and the insurers, and <br /> sometime in 2008 a meeting was held with California Regional Water Quality Control Board (RWQCB) <br /> staff to discuss the required steps leading to the development and implementation of a remediation plan for <br /> the site. <br /> GES was retained by the City in January 2014 to review available environmental information, conduct a <br /> Site reconnaissance,and prepare a Workplan for additional activities. <br /> SCOPE-OF-WORK <br /> GES will perform the following activities,as described in the July 30,2014,Workplan: <br /> Task 1—DWR Well Completion Report Request <br /> GES will submit a request to the State of California Department of Water Resources (DWR) for release of <br /> well completion and destruction reports in the Site vicinity. Onsite wells have been installed by several <br /> different parties over the past 7 to 15+ years, and GES has only very limited information on the <br /> construction details for the wells. Information available from DWR may provide details such as locations, <br /> depths, and screened intervals of wells, and when wells were installed or destroyed, etc. This information <br /> will be useful for resuming the groundwater monitoring program for the Site(Task 2 below). <br /> Task 2—Initial Quarterly Groundwater Monitoring Event and Well Maintenance Program <br /> Because many of the existing Site wells have not been monitored or maintained for many years, GES will <br /> perform a well maintenance event in conjunction with purging and sampling groundwater from monitoring <br /> wells. Dedicated tubing and a check valve will be installed in each well and a tamper-proof cap and lock <br /> will be placed on each well for security purposes. Missing bolts on vault lids will be replaced. The wells <br /> that are confirmed will be surveyed for the lateral and vertical coordinates, and a new site map will be <br /> completed by a licensed surveyor, so that hydraulic gradient calculations can be performed using <br /> measured groundwater elevation data. GES is not aware of any other well survey data that may exist. <br /> GES will purge and sample groundwater from the wells. For budgeting purposes, we have included costs <br /> herein for an initial sampling event of 18 to 23 wells, depending on how many wells are verified and <br /> documented in the field. As described in the Workplan, GES anticipates that RWQCB will require <br /> monitoring on a quarterly basis for at least four (4) consecutive quarters. Once the monitoring program <br /> frequency is confirmed with RWQCB staff, and after we perform the initial monitoring event and can <br /> confirm the number of wells that will be included in the monitoring program, GES can provide costs for <br /> additional monitoring events. <br /> The initial monitoring event will include the following: <br /> • Gauge and sample the 17 known onsite wells, and one offsite well installed on City property in <br /> 2008 by Genesis Engineering and Redevelopment (Genesis), at the intersection of Jefferson <br /> Avenue and Middlefield Road,as part of the negotiations with the Bolton family; <br /> • Based on DWR well search findings and visual survey of the area, locate any other onsite wells <br /> for sampling,and mark them for the survey; <br /> • Install dedicated tubing and a check valve in each well, and replace any missing bolts on well <br /> vaults; <br /> ATTY/AGR/2014.174/GROUNDWATER&ENVIRONMENTAL SERVICES <br /> REV:10-7-14 MLG <br /> Page 10 of 12 <br />
