EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Groundwater & Environmental Services, Inc. (GES) will implement the tasks described in GES' "Site <br /> Conceptual Model and Workplan for Groundwater Monitoring and Remediation Planning" (Workplan) <br /> dated July 30, 2014, regarding the perchloroethylene (PCE) groundwater plume in the area of the Sequoia <br /> Station shopping center property at the intersection of El Camino Real and Jefferson Avenue in Redwood <br /> City,California (the Site). The Workplan activities include the following: <br /> Task 1 —DWR Well Completion Report Request; <br /> Task 2—Initial Quarterly Groundwater Monitoring Event and Well Maintenance Program; <br /> Task 3—Evaluation of Remedial Options; <br /> Task 4—Preparation of Remedial Action Plan(RAP); and <br /> Task 5—Consultation,Regulatory Agency Discussions,and Project Management. <br /> Site background information and a description of the above proposed tasks are presented below. <br /> BACK(�ROLTND <br /> Since the mid-1990s when the Sequoia Station shopping center was developed at the northeast corner of <br /> the intersection of El Camino Real and Jefferson Avenue, soil and groundwater investigations have been <br /> conducted by others at the various parcels of land that composed the shopping center property, and at <br /> nearby properties in the vicinity of the shopping center. Land uses at those parcels and properties have <br /> included automotive maintenance facilities, dry cleaners, gasoline service stations, and other uses. The <br /> Sequoia Station shopping center was redeveloped in the late 1990s by Safeway, one of the anchor tenants <br /> at the center. GES understands that the site is now owned by Regency Centers. <br /> Due to the presence of chlorinated solvents in groundwater beneath and near the shopping center property, <br /> investigations and activities conducted by others between approximately 1998 and 2008 have focused on: <br /> (1)the apparent sources of the solvents, (2)the extent and magnitude of the solvent plume, (3) assessment <br /> of potential human health risks associated with the solvents, and (4) the need for soil or groundwater <br /> remediation. The primary chemical of concern is PCE, and to a lesser degree trichloroethene(TCE), and <br /> cis-1, 2-dichloroethene(cis-1, 2-DCE). <br /> Investigations regarding the apparent source of the chlorinated hydrocarbons have focused on a dry <br /> cleaning business on the west side of El Camino Real (Roy's Cleaners), across from the Sequoia Station <br /> shopping center, and the sanitary sewer that likely received conveyed wastewater from the dry cleaning <br /> business. As the lead regulatory agency, the RWQCB has required the City and the owners of the Roy's <br /> Cleaners property to conduct investigations of the solvent plume, possibly leading to remediation <br /> activities. <br /> An investigation conducted by Subsurface Consultants, Inc. (SCI) in 2000 for the City identified a <br /> suspected source area adjacent to the sanitary sewer line beneath El Camino Real (approximately 200 feet <br /> north of Jefferson Avenue)where relatively high concentrations of PCE were found in groundwater on the <br /> downgradient side of the sewer line. In late 2003, MACTEC Engineering and Consulting, Inc. <br /> (MACTEC) conducted further investigation activities for the City, and presented results of their <br /> investigations in a report dated November 9,2004. In 2007,owners of Roy's Cleaners(the Bolton Family) <br /> retained Genesis Engineering to install two groundwater monitoring wells within and downgradient of the <br /> solvent plume area. Throughout this time, a consultant retained by Safeway (Einerson Fowler& Watson, <br /> later acquired by Conor Pacific) conducted groundwater monitoring activities at the site, as required by <br /> RWQCB staff. <br /> Between 2002 and 2008, the law firm Cox, Castle, and Nicholson (CC&N) represented the City in legal <br /> ATTY/AGR/2014.174/GROUNDWATER&ENVIRONMENTAL SERVICES <br /> REV:10-7-14 MLG <br /> Page 9 of 12 <br />
