. , : ' <br /> EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Project Desuiption <br /> The purpose of these services is to research right of way on Middlefield Road and to prepare preliminary <br /> streetscape design alternatives for Middlefield Road.The goal of the initial design is to create two streetscape plan <br /> alternatives for Middlefield Road between Main Street and Woodside Road.The streetscape designs will create a <br /> complete street which will balance public space allocation between pedestrians, bicycles, buses, tree planting, <br /> intersection bulbouts, passenger vehicles and trucks turns at select locations.The other factor in the planning of <br /> the streetscape on a block-by-block basis is the handling of the assumed private landscaping and fence/porch <br /> encroachments into the public right of way,and the impact on the cross section dimension.Due to the unresolved <br /> locations of property lines and the status of private facilities encroaching into the sidewalk,this work also includes <br /> research of county records and an opinion of property line location from a licensed land surveyor on some of the <br /> key property lines on Middlefield Road,which will inform decision making on the streetscape cross sections.The <br /> plan is intended to evaluate layout aRernatives for the curbline, bulbouts,crosswalks, and striping on a b�ock-by- <br /> block basis,wmpared with the previously studied typical cross sections. <br /> S2NIC2S <br /> TASK 1—RIGHT OF WAYANALYSIS <br /> 1.a Consultant will research at the county records office and the Consultant's Licensed Land Surveyor <br /> will review the research and further analyze the property lines along Middlefield Road. <br /> 1.b List of Properties: Consultant's project manager to review the color-coded map of Middlefleld <br /> Road,previously prepared,to create a list of 8-20 properties most critical to the streetscape property line <br /> analysis. <br /> i,c Record Research: Survey technician download vesting deeds at San Mateo County Records <br /> Department from county microfiche. Survey technician will print Grant Deeds at the County for the <br /> properties along Middlefield Road which match the list ftom previous Tasks. <br /> 1.d Licensed Land Sunreyor Review and Memorandum: Licensed land surveyor to review the Vesting <br /> Deeds collected from County Records Department to determine the status of the right of way acquisition <br /> from 1968 along the Middlefield Road ftontage. The estimate/goal is to evaluate 9 to 13 properties <br /> depending on the number of records obtained and the complexity of the Grant Deeds. <br /> Task 1 Deliverables: <br /> • List of 8-20 properties most critical to the streetscape property line analysis <br /> • Copies of relevant Gant Deeps and maps <br /> • Licensed Land Surveyor Review Memorandum <br /> TASK 2—STREETSCAPE LAYOUT DRAFT ALTFRNATIVES <br /> 2.a Using the streetscape cross sections previously prepared,Consultant will prepare two akernative <br /> streetscape design layouts. Cross section #4 with the sidewalk expanded to 10' wide (and bike zone <br /> decreased to 7'wide) is the ideal template, assuming no impact to adjacent residential landscaping and <br /> vertical st�uctures encroaching into the assumed public right of way. In some segmenu of Middlefield <br /> Road cross section#2 or cross section#4 with 7.5' wide sidewalk will be used as an option to minimize <br /> impact to existing facilities from adjacent residential properties. The 7.5' widening corresponds to a 75' <br /> back-of-walk to back-of-walk width (64' + 11') per the 1969 plans for Middlefield Road widening. The <br /> private property field analysis and photo binder which includes approximate dimensions to existing <br /> residential facilities previously prepared by Consultant wiil be used to assess the available space for <br /> streetscape improvements.Another factor considered in the alternatives analysis will be curb scenarios <br /> that reduce curb realignment between the intersections.The curb and striping design between each block <br /> cross section will follow AASHTO and Caltrans design standards for geometric layout.The lane alignments <br /> REV:10-03-14 VR <br /> Page 10 of 13 <br /> ATTY/AGR.2014.201/Bellecci&Associates <br />
