7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 3, 2014 <br /> SUBJECT <br /> Amendment Number 2 to Agreement with Neal Martin & Associates, Inc. for Contract <br /> Staffing in the Planning Division <br /> RECOMMENDATION <br /> By motion, approve and authorize execution of Amendment Number 2 in an amount not <br /> to exceed $200,000 with Neal Martin & Associates, Inc. for Contract Staffing in the <br /> Planning Division. <br /> BACKGROUND <br /> On February 4, 2014, the City executed an agreement with Neal Martin & Associates, <br /> Inc., in the amount of $40,000 (AGR.2014.0061) to provide professional services of a <br /> temporary contract Assistant Planner. This services agreement was necessary to <br /> ensure adequate customer service at the One -Stop Counter and to provide assistance <br /> with Planning Division - related projects due to recent staffing changes. On July 22, 2014, <br /> the City executed Amendment Number 1 to the original agreement in the amount of <br /> $19,995.00 for an aggregate amount of $59,995.00. <br /> ANALYSIS <br /> The Planning Division provides One -Stop Counter services for the Community <br /> Development Department. These services include customer engagement for Planning - <br /> related issues and questions, acceptance of Planning project applications, and other <br /> related functions. In early 2014, the City executed an agreement with Neal Martin & <br /> Associates, Inc. to provide contract Assistant Planners in order to maintain adequate <br /> customer service at the One -Stop Counter due changes in full -time, permanent staffing <br /> levels. Currently, Neal Martin & Associates provides one full -time and one part -time <br /> contract Assistant Planner. These planners primarily work the One -Stop Counter, but <br /> have also assisted with planning and zoning projects commensurate with their <br /> experience. The additional positions are required at this time due to the increase of <br /> development applications and requests for service at the front counter. <br /> The recent increase in development activity within the City the initial agreement and <br /> Amendment Number 1 for Neal Martin & Associates, Inc. has been exhausted in eight <br /> months. In addition, the Community Development Department anticipates a high level of <br /> development activity and request for Planning Division services through Fiscal Year <br /> 2015.
