7.3.A. - Page 2
maintain adequate customer service levels, staff recommends an increase to the budget
in the amount of $200,000. A large portion of this amount will be "cost recoverable" due
to reimbursement agreements with applicants. This Amendment Number 2 would
include the services provided in the initial agreement and Amendment Number 1 along
with new services for a contract Principal Planner to provide high -level professional
planning services. Principal Planner work will primarily be focused on project
management of several large development projects (all of which are cost recoverable).
This increases the total compensation for these professional services to $259,995.00.
ALTERNATIVES
Do not authorize the execution of Amendment Number 2 to the Neal Martin &
Associates, Inc. agreement. This will reduce customer service levels at the One -Stop
Counter and extend timelines for Planning Division project review for several major
projects.
FISCAL IMPACT
The cost for contract Assistant Planners would be funded through the General Fund, but
salary savings as a result from recent staff vacancies in the Community Development
Department would reduce the impact to the General Fund. Furthermore, exiting staff will
be able to focus on the management of development applications, most of which are
cost recoverable. The Principal Planner would provide project management services
primarilty for cost - recovery projects.
ENVIRONMENTAL REVIEW
This action is exempt from environmental review; the services provided as part of this
contract amendment are not subject to CEQA.
STEVEN TURNER
PLANNING MANAGER
AARON AKNIN
DIRECTOR
ROBERT B.
