9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 3, 2014 <br /> SUBJECT <br /> Downtown Parking Program Update and Ordinance amending Article VII of Chapter 20 <br /> (the "Parking Ordinance ") of the Code of the City of Redwood City to implement various <br /> modifications to the parking program <br /> RECOMMENDATION <br /> 1. Waive first reading and introduce Ordinance for first reading on November 3, <br /> 2014 to amend various sections of the Parking Ordinance to reflect the following <br /> modifications: <br /> • AIIow public parking spaces to be reserved for specific uses, <br /> • Establish Car Share Parking Permits and a Car Share Program, <br /> • Establish an Electric - Vehicle Charging Parking Program, <br /> • Establish a $30 application fee for parking reservation permits, and <br /> • AIIow the use of signs to establish parking regulations. <br /> 2. Schedule a public hearing and second reading on adoption of Ordinance for <br /> November 17, 2014. <br /> BACKGROUND <br /> Following the completion of a comprehensive parking study in October 2013, staff has <br /> been working to implement various recommendations from the study as directed by the <br /> City Council and to update the Parking Ordinance to meet the changing needs of <br /> Downtown. A related staff report and Council direction was received at the April 28, <br /> 2014 Council meeting. <br /> Since the April 28, 2014 City Council meeting, staff has: <br /> • Amended the Parking Ordinance to: <br /> o Clarify procedures for adjusting parking meter rates, <br /> o Add standing holidays for which parking meter fees are suspended, <br /> o AIIow parking permits to be sold at all off - street, public parking lots and <br /> garages, <br /> o Set a range of acceptable rates for the off - street parking permits, and <br /> authorize the City Manager to set the rate for each facility, and <br /> o Increase the hourly parking rate in the downtown core to $1 /hour. <br /> • Met with the Parking Advisory Committee <br /> • Met with the Economic Development and Downtown Subcommittee <br /> Page 1 of 11 <br />
