The report also <br /> provides several parking program related updates. If the attached ordinance is <br /> introduced for adoption at the November 3, 2014 Council meeting, staff will bring back <br /> the ordinance for a second reading on November 17, 2014 along with the two <br /> implementing resolutions for adoption. <br /> ANALYSIS <br /> Action Items <br /> The attached ordinance includes several key parking related programs and topics: <br /> electrical vehicle charging program, a car share program, the use of signs to regulate <br /> parking and temporary parking meter permits. Proposed programs and topics details <br /> are listed below. <br /> Electric Vehicle Charging Program <br /> Since January 2011, Redwood City has installed twelve (12) electric vehicle charging <br /> stations in city parking lots and garages. All are Level I /II charging stations with the <br /> exception of a Direct Current (DC) fast charge station in the Marshall Garage and one at <br /> the Redwood Shores Library. To date we have not charged for the electricity used, <br /> enforced which vehicles use the spaces, nor enforced how long electric vehicles park. <br /> Since installation, use of the charging stations has increased in the number of sessions <br /> (from 4,535 sessions in 2012 to 13,681 sessions in 2013) and in their average length <br /> (from 1.51 hours in 2012 to 1.97 hours in 2013). <br /> Staff recommends amending the Parking Ordinance to allow the City to establish an <br /> Electric- Charging Parking Program via Resolution. The Resolution would authorize the <br /> City Manager or his designee to: <br /> • Enforce exclusive use of the parking spaces for electric vehicle charging, <br /> • Restrict electric vehicle charging parking to 4 hours, and <br /> • Set electric vehicle charging rates initially at <br /> o $1.50 /hour for Level 11 EV <br /> o $5 /hour for DC Fast Charge, and <br /> o To adjust them as necessary to cover ongoing expenses. <br /> Page 2 of 11 <br />
