9.A. - Page 3 <br /> Car Share Program <br /> Redwood City's Downtown "renaissance" continues to attract increasing numbers of <br /> visitors, patrons, new businesses and their employees, and residents. With this growth <br /> and increased activity, the City must plan for and encourage alternative transportation <br /> and parking options to maintain the quality of life for people living and visiting <br /> downtown. One way to do this is with the introduction of a Car Share Program. <br /> The City is a partner in the Connect, Redwood City! pilot program, an effort to identify <br /> innovative transportation strategies to reduce greenhouse gas emissions that can be <br /> replicated on a larger scale in the Bay Area. One such program is Redwood City's Car <br /> Share Program. The goals and objectives of Redwood City's Car Share Program <br /> include supporting sustainability and mobility to, from, and within Redwood City, and <br /> increasing access to City businesses and services while reducing single- occupancy <br /> vehicle trips. Car sharing has been shown to reduce vehicle miles traveled, <br /> transportation costs, and parking demand, thereby improving air quality. <br /> The program is grant funded and supports three car share pods, with each pod having <br /> three cars. The first pod was installed in May 2012 at the Sequoia Caltrain Station and <br /> the second was installed in August 2013 behind the San Mateo County History <br /> Museum. The third and final pod is tentatively planned for installation in Library Lot A <br /> near the intersection of Middlefield Road and Main Street. The proposed location has <br /> been reviewed by the car share operator and City staff members (library and <br /> transportation engineering staff). In order to move forward with this installation, and to <br /> provide for future expansion of this and /or new car share programs, the City must <br /> identify policies and procedures to manage car share parking. <br /> The City's Car Share Program will be administered and enforced by the City Manager <br /> and his or her designee as a permit parking program. Administration includes (but is <br /> not limited to): <br /> • Identifying the location and quantity of Car Share Parking Only spaces <br /> • Establishing and designating (by signage) Car Share Parking Only spaces <br /> • Creating processes and forms allowing car share organizations to apply for <br /> car share parking permits <br /> • Establishing, charging, and collecting fees for parking permits <br /> • Issuing car share parking permits to qualified car share organizations <br /> • Issuing permits for each car share vehicle <br /> Additional car share locations will be evaluated on a case -by -case basis as requested <br /> by qualified car sharing organizations. Each application will be reviewed to ensure that <br /> the proposed location is compatible with adjacent land uses, that it does not unduly <br /> Page 3 of 11 <br />
