9.A. - Page 4 <br /> interfere with access to public parking, and that it supports the City's mobility and <br /> sustainability goals. Car share programs are open to the public, therefore car share <br /> parking spaces will continue to be considered public parking spaces for the purpose of <br /> determining the number of public parking spaces in Downtown. <br /> Staff recommends amending the Parking Ordinance as proposed to allow public parking <br /> spaces to be reserved for car share use. <br /> Use of Signs to Regulate Parking <br /> State law allows municipalities to use signage and /or curb painting to designate local <br /> parking regulations. Currently the Redwood City Municipal Code only specifies the use <br /> of curb paint for this purpose. This restriction is limiting, as signs can more clearly <br /> communicate regulations and in some cases is the only practical option available to <br /> staff (such as on Theatre Way where there are no curbs). In addition, there are <br /> situations when signs can further clarify the applicability of parking restrictions. For <br /> example, passenger loading zone hours at a school can be focused around drop -off and <br /> pick -up times rather than the standard "7am to 6pm" timeframe as prescribed by code. <br /> Staff recommends modifying the Parking Ordinance as proposed to allow the use of <br /> signage to regulate public parking. <br /> Temporary Parking Meter Permits <br /> The Municipal Code currently has three sections for reserving metered parking spaces: <br /> (1) to temporarily convert metered parking to a loading zone, (2) to reserve space for <br /> construction activity, and (3) to reserve space for other uses (such as a special event). <br /> However, in practice they are handled in a similar manner. Each process also <br /> references the use of parking meter hoods which are not used with our pay by space <br /> meters. Currently the fees for these spaces are as follows: <br /> • Loading zone permits <br /> o Deposit for meter hood: $15.00 <br /> o Use fee: $15.00 /month or $165.00/year <br /> • Parking Meter Courtesy hoods and Construction Zone hoods <br /> o Deposit for meter hoods: $10.00 each <br /> o Use fee: $3 /day per meter <br /> Staff recommends modifying the Parking Ordinance as proposed to: create a consistent <br /> process for the temporary reservation of metered spaces; align fees with the cost of <br /> displaced parking ($30 application fee + daily parking fee x number of spaces used x <br /> number of days reserved); and replace the City Collector with the City Engineer as the <br /> staff responsible for implementing these policies. <br /> Page 4 of 11 <br />
