EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Task 1. identification of Project Changes <br /> Consultant will review the certified DTPP EIR to identify and itemize the specific <br /> differences, both quantitative and qualitative, between the potential <br /> residentiaVcommercial capacity exchange and the development caps addressed in the <br /> DTPP EIR. As part of this task, Consultant will consider whether an addendum is <br /> appropriate for the proposed exchange. If an addendum is not appropriate, the <br /> remainder of the tasks will not be completed and an amended scope will be prepared. <br /> Task 2. Preparation of Administrative Drafit EIR Addendum <br /> If considered appropriate, an Administrative Draft Addendum to the DTPP EIR will be <br /> prepared with text, illustrations, and comparative tables which clearly and concisely <br /> describe: (1) the project changes as described in Task 1; and (2) whether the certified <br /> DTPP EIR with modifications adequately addresses the proposed action or if there are <br /> substantive new impact concerns or mitigation needs not considered in the DTPP EIR. <br /> For each environmental topic considered in the DTPP EIR, the Administrative Draft <br /> Addendum will summarize how the DTPP revisions, as well as any changes in <br /> environmental conditions since EIR certification, affect each impact and mitigation <br /> finding, and whether there are any new or substantially more severe impact or <br /> mitigation findings not considered in the DTPP EIR. The Administrative Draft Addendum <br /> will contain only the information necessary to make the DTPP EIR adequate for the <br /> DTPP as revised. The Addendum will not re-create an entire, revised DTPP EIR. <br /> Fehr & Peers, who prepared the transportation analysis for the DTPP EIR, will complete <br /> the following tasks: <br /> • Review the original trip generation assumptions from the DTPP EIR analysis <br /> • Conduct sensitivity testing of the trip generation for alternative office, retail and <br /> residential caps, considering the following factors: <br /> o Total daily trips <br /> o Total AM1PM peak hour trips <br /> o Directionality of the o�ce versus residential and retail trips <br /> o Transportation Demand Management (TDM) trip reductions, including transit <br /> proximity to the Redwood City Caltrain station (for office uses only) <br /> • Determine the amount of additional office space and reduction in residential units <br /> and retail space that can occur within the transportation analysis envelope <br /> studied in the DTPP EIR analysis <br /> • Prepare a draft memorandum documenting the analysis and conclusions of the <br /> evaluation, for review by the City <br /> • Review the list of background ("cumulative") projects from the DTPP EIR to <br /> determine which projects have been constructed or withdrawn since the DTPP <br /> EIR analysis, in collaboration with the City <br /> REV:10-17-14 VR <br /> Page 9 of 12 <br /> ATTY/AGR.2014.202/MIG/Downtown Precise Plan EIR Addendum <br />
