   R

Parks and Recreation Commission into one body. It was suggested that a
joint comnittee of 2 or 3 Commissioners from each Commission be estab-
lished to discuss the pros and cons of the proposal . The finding of the
committee would be forwarded to the respective Commissions for recorrenen-
dations to the City Council .
Comnissioner Schlesinger inquired as to how the Civic Cultural Comnission
was created. Mr. Weeks indicated it was the result of a study and recom-
mendation of a group of citizens who were interested in the support and
promotion of the arts in the comnunity. The City Council considered the
recommendations and passed an ordinance creating the Commission and defin-
ing their responsibilities.
Mr. Weeks discussed the various pros and cons of combining the two Commis-
sions. Some of the items to be considered would be the increase in size
of the commission; if a single commission could meet the needs of the
citizens of the community; unified budget considerations; and the impact
on department staff. He felt that a joint committee could be objective
with their study.
Discussion continued on the objectives of the Parks & Recreation Commis-
sion and the possibility of not combining the commissions. Also discussed
were the projects the Civic Cultural Commission have been working on
recently.
After considerable discussion, it was the consensus of the Commission to
appoint the Corrnunity & Commission Relations Committee to take part in
the joint corrrannittee meeting as representatives from the Park & Recreation
Corrnission. Mr. Weeks stated he would request the Cultural Commission at
their November meeting to also appoint a committee.
AGENDA ITEM 2. PARK TOUR
It was the consensus of the Commission to meet at Commissioner Weintraub's
home, Saturday morning, October 21 , at 9:00 a.m. from which the Corrnissioners
would depart for their park tour.
AGENDA ITEM 3. REVIEIrJ OF BUDGET REINSTATEMENTS
Mr. Weeks reviewed the proposed and received restorations from State funds.
He indicated that the difference in the amount of money he proposed and
the amount of money received was based upon an eight month restoration
period corrxnencing November 1 , 1978. He discussed each restoration detail-
ing the funds receiyed and the purpose for which it would be used.
He indicated that the staff is investigating various funding possibilities
for the restoration of lights at the tennis courts in the City.
It was pointed out that the Council designated $2,500 for use in the
Department's special needs programs. The staff has initiated meetings
with various groups to determine how best to serve these groups within
-2-
