This bill , which authorizes pro- <br /> ject transfers, will be reintroduced in December when the legislature <br /> reassembles, and he is hopeful that the bill will be approved and the <br /> money will be available in mid-February. <br /> Mr. Weeks indicated that the P.Y.C. Board in now investigating possible <br /> joint funding efforts with the City and the County with respect to the <br /> expansion of the P.Y.C. � facilities. He indicated that the Board was <br /> receptive to several ideas and are investigating these possibilities. � <br /> Mr. Weeks indicated that there are three possible site locations: �) <br /> Hoover School Site; 2) the site at Middlefield, 4Jillow, Heller and <br /> Laurel Streets (near S & W Foods) ; 3) the site next to Eichrome Lumber <br /> on Middlefield Road. The Public �lorks Department has completed a study <br /> of the sites and has arrived at cost figures which range between $500,000 <br /> and $600,000. <br /> Mr. tJeeks gave a background of the process the P.Y.C. Board has taken <br /> in presenting their expansion proposal . He indicated that he first <br /> heard of the expansion of the P.Y.C. when the Department began making <br /> plans to upgrade the swimming pool facility. He talked with some mem- <br /> bers of the P.Y.C. Board and indicated the Department's concern and <br /> desire for a joint effort in both projects. The P.Y.C. Board made <br /> their presentation to the Parks & Recreation Commission and the Comnis- <br /> sion chose to accept the presentation concerning the expansion without <br /> making any recommendations to the Council . The P.Y.C. submitted a <br /> negative declaration environmental impact report to the Planning Com- <br /> mission which was approved. Additional meetings were held with the <br /> P.Y.C. relative to the expansion resulting in their consideration of <br /> possible joint projects as described above. A status report has been <br /> sent to the City Council as information in anticipation of a presen- <br /> tation by the P.Y.C. Board to the Council for final acceptance. <br /> It was the consensus of the Comnission that there is a great need for <br /> a recreation facility in the Hoover School area and hoped one would <br /> be developed there to serve the great need of the Fair Oaks area. <br /> Comnissioner Anderson inquired as to the length of play allowed on the <br /> tennis courts by players and the recourse other players can take when <br /> this is obused. Mr. ��Jeeks indicated that the rules are posted at the <br /> courts and these could be referred to. He stated that if any players <br /> had complaints, they should report them to the Department Office. An <br /> investigation could then be made. <br /> REPORT ITEM 2. Committee Schedulinq <br /> A Policy Committee meeting was scheduled for P�londay, November 13, 1978, <br /> at 4:30 p.m. to discuss the possibility of allowing discounts of build- <br /> ing use fees for senior groups. <br /> -3- <br />
