:, f � � <br /> PARKS & RECREATION COMMISSION <br /> MINUTES OF DECEMBER 13, 1978 <br /> The regular meeting of the Parks & Recreation Commission was called to order <br /> by Chairman Anderson at 7:45 p.m. , in the Conference Room of the Community <br /> Activities Building, 1400 Roosevelt Avenue, Redwood City. <br /> MEMBERS PRESENT: Commissioners Anderson, Castle, Hayes, Knecht, Weintraub <br /> MEMBERS ABSENT: Commissioners Pound and Schlesinger <br /> STAFF FRESENT: Max C. Weeks, Parks & Recreation Director <br /> GUESTS PRESENT: Edwin D. Charlebois, 497 Walsh Road, Atherton <br /> Simon D'Amico, 138 Beresford Avenue, Redwood City <br /> MOTION: Commissioner Weintraub moved, seconded by Commissioner <br /> Hayes, to approve the minutes of the November 8, 1978, <br /> Regular Business Meeting. The motion passed unanimously <br /> by voice vote. <br /> Chairman Anderson inquired about an article in the Leisure Lines Magazine <br /> regarding SB174 funds available for parK maintenance. Mr. Weeks jndicated <br /> that originally the money from SB174 was only available for construction <br /> and development. However, a bill has amended SB174 and now allows a per- <br /> centage of the total allocation of the Block Grant Funds to be used for <br /> operations and/or maintenance of recreation facilities if certain require- <br /> ments are met. He stated that the allocations were small and that there <br /> was doubt that the city could qualify. This will be investigated further <br /> after the guidelines are established. <br /> AGENDA ITEM 1 . Proposed Senior Citizen Discount of Building Use Fees <br /> Mr. Weeks reported that the Operational Policies Committee met to discuss <br /> the proposal to grant senior citizen organizations a discount for use of <br /> the building facilities. The two largest organizations effected financially <br /> are the two A.A.R.P. Chapters (American Association of Retired Persons and <br /> the National Association of Retired Federal Employees) . Mr. Weeks reviewed <br /> the services of each of the two organizations for the Commission. <br /> Mr. Weeks indicated that only the groups that are organized specifically <br /> to serve seniors and can meet the requirements of Group IV Priority would <br /> be eligible for the discount. The report of the Committee was discussed. <br /> At the conclusion of the discussion, the Commission was in agreement to <br /> approve the following recommendations of the Operational Policies Committee: <br /> -1- <br />
