To establish a senior discount of 50% on the rates charged <br /> for the facilities; however, the amount paid would not be <br /> less than the minimum hourly custodial rate which is established <br /> in the fee schedule. <br /> 3. To qualify for the senior sicount, the organization's primary <br /> purpose must be for servicing seniors and must meet the require- <br /> ments as stated for Group IV Priority. <br /> MOTION: Comnissioner Weintraub moved, seconded by Commissioner Hayes, <br /> to approve the Operational and Policies Committee report and <br /> to approve the recommendations of the Committee providing <br /> there are no legal constraints. It was also moved to implement <br /> the discount for a period of one year at which time an evaluation <br /> would be made. The motion passed unanimously by voice vote. <br /> Mr. Weeks indicated the City Attorney would investigate the proposed dis- <br /> count to determine if there would be any legal constraints. Commissioner <br /> Castle voiced his concern as to allowing discounts to senior groups and <br /> not to any other groups. <br /> AGENDA ITEM 2 DISCUSSION - COMMISSION'S ROLE: COMMUNITY ACTION <br /> Comnissioner Weintraub felt this subject should be discussed by the Community <br /> and Commission Relations Committee in depth. She felt that a good project <br /> to consider would be solving the problem of students cutting through the <br /> fence at Maddux Park and crossing the drainage channel to get to Henry <br /> Ford School . <br /> Commissioner Castle inquired if they could also discuss the Hoover Pool <br /> vandalism problem. Commissioner Weintraub felt it would be better to <br /> start with one project and then work on the Hoover vandalism problem. <br /> This subject will be referred to the Community & Commission Relations <br /> Committee for further discussion and action as well as discussed further at <br /> the next commission meeting. <br /> REPORT ITEM 1 . Operational Policy Correnittee <br /> This report item was discussed in Agenda Item 1 . <br /> REPORT ITEM 2. Community & Commission Relations <br /> Mr. Weeks referred to the progress report of the joint committee of Civic <br /> Cultural Commission and Park & Recreation Commission. <br /> The Committee is planning to solicit input from nearby cities who have <br /> combined their commissions as to their experience, successes and failures, <br /> and the pros and cons of a joint commission. <br /> -2- <br />
