T0: Parks & Recreation Commission <br /> FRO��: Budget & Capital Improvements Committee <br /> Chairman: Commissioner Weintraub <br /> DATE: January 7, 1976 <br /> SUBJECT: Capital Improvements Budget - Fiscal Year 1976-77 <br /> The Budget and Capital Improvements Committee met on January 7, 1976. <br /> Also members of the Design and Development Committee were represented. <br /> Commissioners Weintraub, Knecht, Pound, and Schlesinger were present. <br /> Comnissioner Aldrich was absent. <br /> The Committee met to discuss the possible projects for the Capital <br /> Improvement Program for 1976-77. It was pointed out to the Committee <br /> that information received from the budget orientation session indicated <br /> the Capital Improvement Progra� for 1976-77 would undoubtedly be quite <br /> constrained. The forecast for funds is one of great uncertainty in that <br /> there are no indications as yet from the Federal Government as to the <br /> future of Revenue Sharing. It was also pointed out that capital improve- <br /> ment projects will be projected for fiscal year 1976-77 only rather than <br /> for a five year program as in the past. This is a result of the great <br /> uncertainty of funds available for capital improvements. <br /> The Committee then set about reviewing priorities of projects for park <br /> areas based upon the current five year program. It was agreed that this <br /> initial meeting would be followed by additional meetings before final <br /> recommendations to the Commission regarding projects and priorities <br /> were made. <br /> After reviewing all of the projects for the various parks as currently <br /> projected in the five year plan, the Cor�nittee felt that work should <br /> continue on Palm Park, Red Morton Park, and if possible initiate some work <br /> in Canyon Park. In that Phase I construction in Palm Park during 1975-76 will <br /> only provide initial grading, turfing, and access of the area, it was <br /> felt that Phase II should be undertaken. Completion of Palm Park in Phase <br /> II would be most desirable. <br /> With respect to Red Morton Park, it was felt that it would be desirable <br /> to construct the Myrtle Street parking lot, expand the play area off <br /> -6- <br />
