9.A. - Page 3 <br /> 1. Excellence in programming. The Center would provide a central, comprehensive <br /> and intergenerational programs and services serving the "Community for All <br /> Ages" initiative. <br /> 2. Enhanced financial assistance. The YMCA is committed to providing financial <br /> assistance to those who are unable to partially or fully pay for membership or <br /> programs, just like the City. <br /> 3. Increased volunteerism. The VMSC has relied on club participation serving as <br /> volunteers to run Bingo to the Gift Shop, to free/low cost programs and events, <br /> however, we are not attracting new seniors. With a new Center, we will attract <br /> new seniors, and we can work with the Y's model of using volunteers to run a <br /> majority of their programs. <br /> 4. Expanded Teen programming. We envision a 21st Century learning and cultural <br /> area for teens that would be dual programmed by the Y and PRCS <br /> 5. Efficiencies. The Y would focus on Aquatics and Fitness programming while the <br /> City will focus on senior programming and services for people of all abilities. <br /> 6. Gift giving and new partnerships. The Y has a tremendous amount of experience <br /> in fundraising and developing individual and corporate donors. <br /> The City and the Y have also conducted community and member surveys and found <br /> that the idea of a collaborative effort between the City and the YMCA of Silicon Valley is <br /> strongly supported; that there is a strong expectation that a new City-Y facility in Red <br /> Morton Park will have a real positive impact on the community; and that together, the <br /> City and the Y can provide unmet health and recreational needs for all ages in our <br /> community. <br /> Letter of Intent <br /> The LOI establishes a mutually agreed basis for establishing more specific terms and <br /> conditions in an agreement. The LOI is not binding and establishes no commitments to <br /> build a facility together. <br /> The key terms of the LOI are: <br /> • Both parties will develop plans sufficient to allow environmental analysis to <br /> commence. <br /> • The YMCA would lease City property for 55 years with the potential for renewal <br /> with a lease rent of $1 per year; <br /> • There would be two coordinated facilities on the property— one YMCA with <br /> aquatic programs, health and wellness, youth sports, day camps, and <br /> childcare/after school programs; and one City facility providing for <br /> • senior programs, disabled services, veterans, senior, and youth programs and <br /> other services. <br /> We are still in the early phases in this process of potentially building a new facility <br /> together. Extensive public discussions, public outreach, as well as a formal <br /> environmental review process, and other due diligence, will take place before <br /> consideration of any formal agreement to build a new facility. <br />
