9.A. - Page 4
Next steps if Letter of Intent is approved
If the Letter of Intent were to be approved by the City Council, staff from both the City
and the YMCA will work together on preliminary planning for what the facility could be
so we can define the Project Description for the eventual California Environmental
Quality Act (CEQA) process. We hope that this phase would be completed by March
31st, 2015. The preliminary site plan would be based on program framework and
features required within the Project.
We would also complete a Request for Proposal (RFP) for a consultant firm to ensure
that we solicit comprehensive input from community stakeholders on key project
elements; receive concerns and identify mitigating steps; and develop a formal project
agreement.
By April 30, 2015, we would then develop a narrative description and conceptual plans
to create a Project Description so we could hire a CEQA consulting firm for review.
ALTERNATIVES
Council may choose not to sign the Letter of Intent at this time and ask Staff to consider
other alternatives.
FISCAL IMPACT
There is no fiscal impact associated with signing the Letter of Intent. The City has
$162,556 in a Capital Improvement Project (CIP) account, 357-83083 (Community
Wellness Center).
ENVIRONMENTAL REVIEW
Through future design work, Project details will be evaluated to determine CEQA
requirements.
RELATED DOCUMENTS IN CITY CLERK'S OFFICE
None
CHRISTOPHER BETH, DIRECTOR PARKS RECREATION AND COMMUNITY SERVICES
ROBERT B.
