9.B. - Page 6 <br /> • Traffic generated by 1 ,000 residential units is roughly equal to the traffic <br /> generated by 180,000 square feet of office space. In other words, the City could <br /> increase the MAD level for office development by 180,000 square feet without <br /> increasing anticipated traffic in the DTPP area by reducing the MAD level for <br /> residential development by 1,800 residential units. <br /> • Traffic generated by 100,000 square feet of retail space is roughly equivalent to <br /> traffic generated by 42,000 square feet of office space. In other words, the City <br /> could increase the MAD level for office development by 42,000 square feet <br /> without increasing anticipated traffic in the DTPP area by reducing the MAD level <br /> for retail development by 100,000 residential units. <br /> The above conversions are examples of how reductions in residential and retail MAD <br /> levels can be used to increase the office MAD level without increasing traffic in the <br /> DTPP area, based on the Fehr & Peers conversion rates detailed in the attached <br /> memorandum. <br /> Staff Recommendation: <br /> Based on DTPP policies, current demand and the initial traffic review, staff <br /> recommends the following: <br /> That the City Council direct staff to complete an initial study to determine whether <br /> the City can rely on the previously-certified DTPP EIR to satisfy the applicable CEQA <br /> requirements for an amendment to the DTPP, as described below, or whether further <br /> environmental review will be required; and <br /> That the City Council direct staff to continue to study the feasibility of amending the <br /> DTPP to allow adjustments to the MAD limitations, on an application-by-application <br /> basis, as follows: <br /> • That a maximum of 740 housing units be allowed to be converted for office <br /> uses. This would retain approximately 15% (375 units) of the original 2,500 unit <br /> allocation for future residential applications. In total, this would allow a minimum <br /> of 1,760 residential units to be developed under DTPP Phase 1 . <br />
