These projects, as well as future <br /> applications, can proceed with an applicant driven environmental review and General <br /> Plan/DTPP amendment (at their own cost and risk) or wait until a Downtown Precise <br /> Plan Phase 2 is completed and if phase 2 would allow for more office square footage. A <br /> more detailed explanation of the processes is contained in the attached September 22, <br /> 2014 Council staff report. <br />
