7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 8, 2014 <br /> SUBJECT <br /> Fifth Amendment to an Agreement with Shums Coda & Associates, Inc., for Building <br /> Plan Check and Inspection Services <br /> RECOMMENDATION <br /> Approve by motion, and authorize the City Manager to execute the Fifth Amendment to <br /> the Agreement with Shums Coda & Associates, Inc. for Building Plan Check and <br /> Inspection Services in the amount of $400,000 for a total amount of $1,100,000. <br /> BACKGROUND <br /> The Community Development Department (Building Division) relies on third party "plan <br /> check" services for structural review of development projects. From time to time, the <br /> Building Division also utilizes third building inspection services. These services are <br /> typically used for the more complex projects, during peak development periods or <br /> during a recruitment period when a city position is vacant. The City pays for these <br /> services via plan check and building permit revenue generated by development <br /> projects. <br /> The City currently contracts with several firms to provide plan check and inspection <br /> services. In June 2012, the City entered into an initial agreement with Shums Coda & <br /> Associates to provide third party plan review and inspection services. The amount of <br /> this initial agreement was $55,000. Since then, four amendments to the Agreement <br /> have been approved by the City Council. The current Agreement is $700,000. Due to <br /> an increase in the number of large development projects, as well as numerous <br /> vacancies in the Building Division, an additional amendment is necessary to cover the <br /> costs of services provided. The recently vacant Building Division positions include: <br /> Building Official, Senior Building Inspector, Fire Plan Checker, two (2) Building <br /> Inspector/Code Enforcement Officer positions, three (3) Permit Technicians positions <br /> and Building Division secretary. Fortunately, most of these positions were recently <br /> filled, but consultant services were used during the recruitment periods. <br /> ANALYSIS <br /> The building boom in Downtown and elsewhere in the City has resulted in the ongoing <br /> (and upcoming) development of numerous large-scale development projects. As noted <br /> above, all development projects pay building plan check and permit fees to "cover" the <br />
