Downtown Parking Program Ordinance amending Article VII of Chapter 20 <br /> (the "Parking Ordinance") of the Code of the City of Redwood City to implement <br /> various modifications to the parking program <br /> Recommendation: <br /> 1. Waive second reading and adopt Ordinance 2014 to amend various sections <br /> of the Parking Ordinance to reflect the following modifications: <br /> • Allow public parking spaces to be reserved for specific uses, <br /> • Establish Car Share Parking Permits and a Car Share Program, <br /> • Establish an Electric-Vehicle Charging Parking Program, <br /> • Establish a $30 application fee for parking reservation permits, and <br /> • Allow the use of signs to establish parking regulations. <br /> ORDINANCE NO. 2409 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> AMENDING DIVISIONS 3, 7 AND 8 AND ADDING DIVISIONS 14 AND 15 OF ARTICLE <br /> VII OF CHAPTER 20 OF THE CITY CODE OF REDWOOD CITY RELATING TO <br /> PARKING (First Reading/Introduction 11/03/2014;publication 11/12/2014) <br /> 2. Adopt Resolution establishing a City Car Share Program to go into effect at the <br /> same time as the Ordinance. <br /> RESOLUTION NO. 15380 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> ADOPTING A CITY CAR SHARE PROGRAM <br /> 3. Adopt Resolution establishing an Electric-Charging Parking Program to go into <br /> effect at the same time as the Ordinance. <br /> RESOLUTION NO.15381 OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY ADOPTING AN ELECTRIC-CHARGING PARKING PROGRAM <br /> Bill Ekern, Assistant City Manager, provided the report explaining the actions before <br /> Council. He offered to answer any questions. There were none. <br /> Mayor Gee opened the Public Hearing. <br /> Public Comment <br /> Cheryl Monroe spoke about the improvement in core parking areas downtown in terms <br /> of movement, but she noted that it is different for merchant parking and for merchants <br /> who need to load and unload products. She had some questions on the benefits of the <br /> Bike Share Program, including numbers, taking away prime parking spaces, and she <br /> wants to know more about $30 fee and what it means. <br /> M/S Seybert/Bain to Close the Public Hearing. Motion carried unanimously by voice <br /> vote with Council Members Howard and Pierce absent. <br /> Ms. Jessica Manzi, Senior Transportation Coordinator responded to some of the <br /> questions posed by this member of the public. Vice Mayor Foust asked clarifying <br /> questions regarding the Bike Share program and the monthly permit fee.
