� � ' r, <br /> Mr. Fales explained the structure of the Park and Recreation <br /> Comnission, and the fact that it is not among those specified in <br /> the Charter; tfiat it is an advisory commission to the City .Council , <br /> and as such, makes recomnendations which are then considered by the <br /> Council , whose position then is passed along to our legislators by <br /> way of the Mayor. <br /> Budget process <br /> Corr�nissioner Pound suggested the possibility of more joint participa- <br /> tion by the Commission prior to the budget study sessions might be <br /> beneficial . It was noted that fram the Council 's standpoint, the <br /> budget is the City Manager's, and any discussions should be with <br /> staff. Mr. Fales camnended thQ Commission for raising the question, <br /> and described the involved process of putting together a budget, <br /> noting that it is a continuing process. He indicated that it would <br /> be of assistance to sit down with the Commission to obtain their <br /> justification for budget requests. Concern was expressed by the <br /> Commission regarding whether they were to be discouraged from <br /> attending Council meetings, and were assured that this was not the <br /> case. Reference was r�ade to comnents r.�ade in the recent joint Council <br /> and Planning Commission meeting in that regard, and the difference <br /> between an advisory commission and quasi-judicial commission was <br /> explained. <br /> Discussion continued regarding the necessity to consider the economic <br /> situation which all co�nunities are facing, and comnent made on the <br /> five-year Capital Improvement Program which was started a few years <br /> ago and had accomplished much, but which has had to come to a halt <br /> because of economic circumstances. <br /> Advisory vs. Operational Policy <br /> Discussion included comnents on the fact that the department has <br /> authority for establishing rules and regulations for parks, and that <br /> the establishing of rates or fees is carried out by the Council upon <br /> recomnendation of the Corr�nission. <br /> The value of the several committees within the Commission was aYso <br /> noted, among them being the Operational Policy Committee, all of <br /> which report to the Commission as a whole. <br /> The question was raised regarding the use of park facilities by private <br /> organizations, and it was suggested that the item be deferred until <br /> action is taken by Council , since a related matter was on their agenda <br /> tonight. <br /> Long Range Capital Improvement Program <br /> In the discussion regarding park dedication and assessment fee ordinance, <br /> it was suggested that the only remaining area of the City where open <br /> space is still available is for the most part in Redwood Shores, with <br /> the remainder of the City more or less built up, and therefore it would <br /> be unrealistic to ask a developer to dedicate open space. <br /> Assembly Bill 15, pending in the legislature, was noted, which would � <br /> require presently existing agricultural and similar uses, such as <br /> nurseries, to remain in that category. <br /> Joint Mtg -2- <br /> w/Park & Rec <br /> 7/26/76 <br /> ������,�.,���� , ������ ,.���.,..,�.��. __ . � <br /> _� ,,.., _,...�.tt, <br /> � .�r��.�,n <br />
