Mr . Ferrando called the Commissioners ' attention to the fact sheet pro- <br /> vided regarding SB 1321 , more commonly known as the Nejedly- Hart State , <br /> Urban and Coastal Park Bond Act of 1976 . He indicated that the Act <br /> would appear on the November ballot as Proposition 2 . He then gave <br /> the Commission a brief description of the Act : that it provides 280 <br /> million dollars for the acquisition , development , and restoration of <br /> state and local park , beach , recreation and historical resources ; of <br /> the 280 million , 85 million will be available to cities , counties and <br /> districts for these purposes ; an estimate of the revenue that Redwood <br /> City might derive ( $200 , 000 ) ; the bill is strongly supported by the <br /> California Parks & Recreation Society ; the Redwood City Council ' s Leg- <br /> islative Committee had reviewed the Act and the Council had taken a <br /> position in support of Proposition 2 . <br /> Commissioner Schlesinger commented that it appeared the Commission had <br /> no ecourse but to support Proposition 2 since the Council had already <br /> announced its support . Mr . Weeks indicated that the Council had sup- <br /> p , rted the bill when it was introduced into the Legislature and certain <br /> Council members were under the impression that the Commission had also <br /> supported the bill . Chairperson Pound inquired as to why the Commission <br /> had no liason with the Council ' s Legislative Review Committee . Mr . Weeks <br /> indicated that the Council ' s Legislative Review Committee consists of <br /> three Council members and the City Attorney and that as far as he knows , <br /> none of the Commissions , Committees , etc . have a liason with the Council . <br /> Commissioner Weintraub suggested that when legislation which pertains <br /> to parks and recreation is being considered by the Council Legislative <br /> Review Committee , that the Commission be advised of this activity . <br /> Chairperson Pound stated that this suggestion should be made directly <br /> to Council and that steps be taken to avoid conflicts such as those <br /> which developed over the Mid - Peninsula Regional Park District . Mr . <br /> Weeks said that he thought it would be appropriate to suggest that the <br /> Commission would like the opportunity to have input to the Legislative <br /> Review Committee when they are considering matters related to parks and <br /> recreation . He further indicated that the process usually works that way . <br /> Commissioner Weintraub said that she felt the appropriate vehicle for <br /> making these feelings known to the Council was through the Commission <br /> minutes and that it was necessary to have the Commissioners ' expression <br /> of concern appropriately stated . She asked that particular care be <br /> taken to do so . Mr . Weeks suggested that the minutes , however properly <br /> stated , might not sufficiently express the Commission ' s concern regard- <br /> ing this matter and that a letter from the Chairperson to the Mayor <br /> might be the most effective method of transmitting this concern . <br /> Chairperson Pound said that she felt that perhaps the Council had taken <br /> this action in view of what had happened with respect to the Mid - Pen- <br /> insula Regional Park District . She further stated that she wanted to <br /> be sure that the Council still felt that input from the Commission was <br /> of some value in these kinds of discussions . Mr .
