Mr . Weeks indicated that at the Commission ' s request , the City Clerk <br /> had instructed her staff to include into the Commissioner ' s Council <br /> Packet the reports which the Commission had acted upon and recommended <br /> to the Council ; he said that all Commission members should be receiv- <br /> ing these reports . <br /> AGENDA ITEM 1 . Review of Park Dedication Ordinance Survey-Staff <br /> Mr . Weeks indicated that the survey data which had been requested a <br /> few months ago had been included in the Commissioner ' s packet . He <br /> reminded the Commission that they had requested additional informa- <br /> tion with respect to the success of Park Dedication and Fee Ordinances <br /> in neighboring communities . Mr . Ferrando gave a brief description of <br /> the survey design and an overview of the survey conclusions . Commis- <br /> sioner Weintraub commented that while not a great deal of open space <br /> remains undeveloped in Redwood City , it ' s important to remember that <br /> neighborhoods have to be rebuilt and that this type of ordinance is <br /> beneficial not only during original construction but also during the <br /> rebuilding period . Commissioner Buckhout inquired as to whether or <br /> not the survey had given any indicationas to how the money collected <br /> through the ordinance was being utilized . Mr . Ferrando indicated <br /> that in accordance with state law , the money could only be used for <br /> park development and acquisition . Mr . Weiss commented that the Open <br /> Space Task Force working on the General Plan had conducted a similar <br /> survey and had arrived basically to the same conclusions that park dedi- <br /> cation and fee assessments had been a long standing practice in the <br /> bay area and that it has been used successfully by a number of corrmiuni - <br /> ties . Commissioner Weintraub requested Mr . Weiss ' opinion of such an <br /> ordinance . Mr . Weiss replied that while his own opinion was not that <br /> important , it was the opinion of the Open Space Task Force that all <br /> the tools that could possibly be accrued to provide open space should <br /> be utilized . The Task Force felt that one of those tools should be <br /> a park dedication and fee ordinance . <br /> Mr . Weeks stated that the main interest and probable area of greatest <br /> use with respect to such an ordinance would be for the collection of <br /> fees which could go toward the development of new recreation areas as <br /> well as the renovation of existing ones . He indicated that the dedi - <br /> cation aspects of the ordinance could eventually become important as <br /> they relate to Redwood Shores and the waterfront area . <br /> Chairperson Pound inquired as to the status of the Park Dedication and <br /> Fee Ordinance . Mr . Weeks indicated that it was being included in the <br /> revision of the City ' s Land Subdivision Ordinance which was perhaps <br /> still several months away from completion . <br /> Discussion ensued with respect to a section of the proposed ordinance <br /> which permitted exemptions for subdivisions containing five parcels or <br /> - 2 - <br />
