• <br /> a program where low - and moderate - income housing can be induced by developers <br /> although standards have not been defined as yet . Another objective pertains to <br /> the "percentage " requirement in new developments for log.-T - and moderate-income <br /> housing as discussed earlier in the meeting , but the Co`?nty would intend to <br /> apply t , i. s in varying degrees throughout the County depending on such factors <br /> as degree of impaction already existing in any one area of low-income families , <br /> capacity of the school system, assessed valuation , and availability of land for <br /> such housing . <br /> Mr . Fates asked if the County Housing Element was intended as an overlay to <br /> which cities might refer for developing their own housing elements meeting more <br /> localized circumstances . Mr . Newmark responded 'that it was the intention that it <br /> be an overlay and that the City could adopt this as their own housing element or <br /> anything more comprehensive as they would wish .. <br /> Mr . Fales asked if the 1970 Census was sufficiently valid as a basis for drawing <br /> conclusions and making recommendations with respect to housing . Mr . Newmark <br /> responded that the condition of the 1970 Census was such as to require a lot of <br /> interpolation and coorelation for the purpose of getting the kinds of information <br /> needed . He added , though , that they did not intend to get hung up on verifying <br /> the extent of the problem but rather , knowing that there is a problem, to attack <br /> it with whatever means are available . Certain kinds of information are available <br /> from the 1970 Census, and they include information on over-crowding , income , and <br /> rentals . <br /> Chairmen Keckley . noted. that the County Housing Element Draft was prepared by the <br /> RPC which includes representation from all cities in the County and that their <br /> method of operation is to treat the County as a unit ; that is to say, as if no <br /> city boundary lines existed . <br /> Chairman Keckley and Mr . Newmark had a brief discussion on the advantages and <br /> disadvantages of a code enforcement program , which was followed by a discussion <br /> among the Committee members on the values and problems of housing rehabilitation . <br /> Mrs . Henderson made a motion that the Committee pursue the "percentage " concept <br /> at their December or January meeting by reviewing the status of AB1776 ( enabling <br /> legislation) and the available materials from Marin Comsty and Fairfax County <br /> experience with the objective of formulating a recommendation with respect thereto <br /> to the Planning Commission . The motion was seconded by Mr . Moriguchi and passed <br /> unanimously after the following three comments were rya,?e : Mr . Newmark stated <br /> that AB1776 would permit California cities to require developers to reserve a <br /> percentage of their developments for low- and moderate-income housing . <br /> Mr . Petersen cautioned the Committee about the possibility of unexpected results <br /> from such a policy ; namely, that while a house for a 1u4 - income family may be <br /> created in a higher income area , the value of that house might well rise rapidly <br /> in view of its favorable location and thereby disappeaY from the low-income <br /> housing market . Mr . Fales commented in respect to Pleasantonts experience where <br /> the major shift was from a " renter" status to owner oc'Cupancy for low-income <br /> families moving from poor areas to better areas , and that once established in <br /> the better areas as owners , they were expected to be riatively stable in that <br /> new neighborhood . <br /> MINUTES HOUSING CONCERNS COMMITTEE NOVEMBER 21i , 1971 PAGE 3 OF 4 <br /> • <br />
